CAIRO – 17 January 2026: Egypt’s intelligence chief Minister Hassan Rashad on Saturday received the head and members of the newly formed Palestinian committee tasked with administering the Gaza Strip.

During the meeting, Rashad emphasized Egypt’s firm commitment to ensuring the success of the committee’s work and providing full support to enable it to carry out its assigned responsibilities in Gaza.

Ali Shaath, head of the Gaza administration committee, along with its members, expressed their appreciation for Egypt’s sustained efforts toward Gaza.

They hailed President Abdel Fattah El-Sisi’s positions in support of the Palestinian cause, particularly his firm rejection of the displacement of Palestinians.

The committee underscored that its top priorities include improving humanitarian and living conditions for Gaza residents, as well as the urgent need to open all border crossings to allow the largest possible flow of humanitarian aid, relief supplies, and essential goods into the strip.

The White House on Friday announced the formation of the National Committee for the Administration of Gaza (NCAG) as part of a transitional governance framework for the enclave following the Israeli 2023-2025 war.

The committee consists of 15 Palestinian technocrats and independent professionals chosen to manage the territory’s civil administration, essential services, and post-war reconstruction efforts during a transition period.

The committee is led by Shaath, a Palestinian civil engineer and former deputy minister in the Palestinian Authority.

The establishment of this technocratic committee comes as part of the second phase of US President Donald Trump’s peace plan for Gaza, which kicked off last week after an announcement by US special envoy Steve Witkoff.

As part of this phase, the White House also announced the formation of the Board of Peace (BoP), assigned with supervising the technocratic committee, under Trump’s chairmanship.

A founding Executive Board within the BoP includes US Secretary of State Marco Rubio, Witkoff, Trump’s son-in-law Jared Kushner, former British Prime Minister Tony Blair, World Bank chief Ajay Banga, American billionaire Marc Rowan, and US national security adviser Robert Gabriel.

In support of the NCAG, the White House also announced the formation of a Gaza Executive Board, which would include several members including Egyptian intelligence chief Rashad and Turkish foreign minister Hakan Fidan.

Nickolay Mladenov, the former UN Middle East envoy, will serve as the High Representative for Gaza.

President El-Sisi also received an invitation from the US president to join the BoP, Foreign Minister Badr Abdelatty told the state's news agency MENA on Saturday.

Second Phase of Gaza Deal

The formation of the BoP and the technocratic committee comes along the anticipated establishment of an international stabilization force (ISF), which, according to UN Security Council Resolution 2803, will coordinate with Egypt and Israel.

The ISF will cooperate with the newly trained and vetted Palestinian police force to perform several security tasks, including demilitarizing the Gaza Strip and destroying the existing military infrastructure.

This phase forms part of a transition period in Gaza “until such time as the Palestinian Authority (PA) has satisfactorily completed its reform program,” according to the resolution.
