List: Egypt's parliament approves $1.1B in loans, $140.7 in grants in first session of second legislative term

CAIRO – 10 August 2021: Egypt’s House of Representatives approved 28 international agreements during the first session of the second legislative term, which all tackled infrastructure, SMEs, and governance aspects at roughly $1.1 billion in loans and $140.7 million in grants.

Below are the most important of these agreements, according to Youm7.

Services and governance

1 – Presidential decree 183 of 2021 amending the grant between the U.S. and Egypt on comprehensive economic governance

The agreement tackles transparency and fighting corruption in all state sectors, women empowerment, supporting marginalized segments of the society, the expansion of digital governance, and increasing training programs for state officers.

2 – Presidential decree 71 of 2021

It allows correspondence between Egypt and the Spanish Agency for International Cooperation to provide a 200,000 euro grant to fund government institutes for the aim of improving public service.

Agreements on Upper Egypt and Sinai

1 – Presidential decree 182 of 2021

It approves a loan from the African Development Bank to fund an integrated sanitation program in rural areas of Upper Egypt at no more than 108 million euros.

2 – Presidential decree 184 of 2021

It approves a grant the African Development Bank and the African Development Fund to fund an integrated sanitation program in rural areas of Upper Egypt at no more than 108 million euros.

3 - Presidential decree 76 of 2021

It approves a loan from the Kuwaiti Fund for Arab Economic Development at 55 million Kuwaiti Dinars ($182.7 million) to establish a sanitation system in Bahr al-Baqar town, Sharkia governorate.

4 - Presidential decree 77 of 2021

It approves a loan from the Kuwaiti Fund for Arab Economic Development at 5.5 million Kuwaiti Dinars ($18.2 million) to establish two desalination plants in New Rafah and New Bir al-Abd cities in North Sinai.

Job creation and increased production

1 - Presidential decree 185 of 2021

It approves a loan from the Arab Fund for Economic and Social Development at $50 million to finance a program supporting Micro, Small and Medium Enterprises.

2 - Presidential decree 17 of 2021

It amends a 2001 agreement with Italy on credit line funding Micro, Small and Medium Enterprises.

3 - Presidential decree 26 of 2021

It approves an agreement with Italy on a technical assistance program to establish the Rubiki Leather City.

4 - Presidential decree 109 of 2021

It approves correspondence between Egypt and Germany on a partnership creating jobs and supporting SMEs.

5 - Presidential decree 696 of 2020

It approves correspondence between Egypt and Japan on a grant of a billion yens ($9 million) contributing to the economic and social development program.

6 - Presidential decree 697 of 2020

It approves an amendment to a grant from the U.S. on stimulating trade and investment with reservation on the condition of ratification.

7 - Presidential decree 730 of 2020

It approves correspondence between Egypt and the Spanish Agency for International Development Cooperation on a grant of 200,000 euros to fund a project “creating a safe and equitable work environment for women in the tourism industry.
 

Railways

1 - Presidential decree 698 of 2020

It approves a grant of 3,005,000 euros from the European Bank for Reconstruction and Development to upgrade the first line of Cairo Metro.

2 - Presidential decree 78 of 2021

It approves an agreement with the European Investment Bank on urban transport. That includes upgrading the tram of Alexandria over 13.8 kilometers and transforming Abu Keir railway of Alexandria into a high-speed metro over 22 kilometers. It also includes upgrading the second line of Cairo Metro over 23 kilometers.

3 - Presidential decree 250 of 2021

It approves a long from the International Bank for Reconstruction and Development to raise the safety standards of Egypt’s railways at 362.9 million euros. That includes the railways Cairo-Alexandria-Nag’ Hammady.

4 - Presidential decree 265 of 2021

It approves a loan from the African Development Bank to upgrade Egypt’s railways at no more than 145 million euros.

Health and Education

1 - Presidential decree 190 of 2021

It approves a loan from the European Bank for Reconstruction and Development for a comprehensive health insurance system at $400 million.

2 - Presidential decree 79 of 2021

It approves a partnership between Egypt and the French Development Agency supporting the teaching of the French language in Egyptian government school.

Covid-19 and pollution

1 - Presidential decree 111 of 2021

It approves a loan from the International Bank for Reconstruction and Development on alleviating air pollution and climate change in Greater Cairo at $200 million.

2 - Presidential decree 110 of 2021

It approves a grant from the African Development Bank on humanitarian emergency relief at $500,000.

3 - Presidential decree 723 of 2020

It approves a grant from the International Bank for Reconstruction and Development and the International Development Association at no more than $750,000 from the multi-donor trust fund to manage pollution and finance a project on the sustainable management of persistent organic pollutants.

Presence in Africa

1 - Presidential decree 660 of 2020

It approves an increase in the bank’s capital with an Egyptian contribution of $2 million.

2- Presidential decree 718 of 2020

It approves a memorandum of understanding between Egypt and the United Nations World Food Program of the United Nations on a platform for cooperation and a coordination mechanism in Egypt between African nations and the Food Program.
