The Palestinian technocratic committee for Gaza signs the mandate statement after an inaugural meeting in Cairo
CAIRO – 18 January 2026: The newly formed Palestinian technocratic committee for Gaza officially launched its work on Sunday shortly after an inaugural meeting in Cairo, promising to consolidate security and restore basic services.
The National Committee for the Administration of Gaza (NCAG), formed as part of the second phase of US President Donald Trump’s peace plan for Gaza, is responsible for managing daily life in Gaza during a transition period after the two-year Israeli war.
NCAG is tasked with overseeing civil and internal security responsibilities in Gaza as well as supervising the enclave’s stability, recovery, and reconstruction until the Palestinian Authority completes its ongoing reform program.
As its first official action, the committee head, Ali Shaath, approved and signed the committee’s mandate statement, outlining key priorities including restoring security and basic services such as electricity, water, healthcare, and education.
The panel also said it is committed to building a society founded on peace, democracy, and justice.

Shaath emphasized that the committee aims to build a productive economy providing equal opportunities, in contrast to widespread unemployment, and reiterated a commitment to peace as the pathway to realizing true Palestinian rights and self-determination.
Following the appointment of committee members, officials said commissioners immediately began planning to expand humanitarian aid, restore public services, rebuild critical infrastructure, and reform justice and security institutions under the principle of “one authority, one law, one weapon.”
The committee also set out to lay the groundwork for long-term economic growth, sustainable governance, and self-rule across Gaza, the statement added.
The committee concluded its first meeting by reaffirming its commitment to Gaza’s residents and pledging to build institutions that provide Palestinians with dignity, justice, and hope.
Shaath stressed that the committee is backed by the Palestine Liberation Organization, the Palestinian Authority, and various Palestinian factions.
NCAG members include Abdel Karim Ashour as agriculture commissioner, Omar Shamali as communications and digital services commissioner, and A’ed Abu Ramadan as economy, industry, and trade commissioner.
Jabr Al-Daour will oversee education, Bashir Al-Rais will handle finance, A’ed Yaghi is responsible for health, Sami Nasman for internal security, Adnan Abu Warda for justice, and Osama Al-Saadawi for lands and housing.

The committee also includes Hanaa Tarzi as social security commissioner and Ali Barhoum overseeing water, utilities, and local authorities.
According to the committee’s mandate, the body will guide Gaza’s transitional period toward lasting Palestinian prosperity, operating under UN Security Council Resolution 2803 and the Trump peace plan, the statement read.
The committee affirmed guidance by the newly formed Board of Peace (BoP) led by Trump and support from the High Representative for Gaza.
“Our mission is to rebuild the [Gaza] Strip not only in terms of its infrastructure, but also its spirit,” the committee added.
Second Phase of Gaza Deal
The formation of the BoP and the technocratic committee comes along the anticipated establishment of an international stabilization force (ISF), which is yet to be announced.
According to UN Security Council Resolution 2803, which approved Trump’s Gaza plan in November, the ISF will coordinate with Egypt and Israel and will cooperate with the newly trained and vetted Palestinian police force.
The multinational force will be responsible for several security tasks, including securing the borders, demilitarizing Gaza and destroying the existing military infrastructure.
This phase forms part of a transition period in Gaza “until such time as the Palestinian Authority has satisfactorily completed its reform program,” according to the resolution.
