CAIRO – 6 December 2025: Egypt’s foreign minister emphasized on Saturday that the temporary governance and security arrangements proposed for Gaza are designed to pave the way for the Palestinian Authority to resume full responsibilities in the enclave.
Badr Abdelatty made the remarks during a panel at the Doha Forum alongside the foreign ministers of Spain and Norway and a senior Saudi foreign ministry official.
Badr Abdelatty underscored the proposed formation of the international stabilisation force (ISF), a Palestinian technocratic committee and a global board of peace (BoP) as interim arrangements under UN Security Council Resolution 2803.

Abdelatty said consolidating the ceasefire remains the top priority and the “necessary gateway” to moving to the second phase of US President Donald Trump’s peace plan for Gaza.
That phase, he said, requires unimpeded humanitarian aid, early recovery efforts and reconstruction to ease suffering and restore hope for Gaza’s population.
UNSC Resolution 2803
Resolution 2803, adopted by the UN Security Council on 17 November, authorizes the deployment of a temporary international stabilisation force in “close consultation and cooperation” with Egypt and Israel.
The force, according to the resolution, should work along with newly trained and vetted Palestinian police force to implement various tasks, including ensuring the demilitarizion of Gaza and the destruction of existing military infrastructure.
The resolution also supports the creation of a the BoP as a transitional administration in Gaza until the Palestinian Authority “has satisfactorily completed its reform program” and “can securely and effectively take back control of Gaza.”
The board is set to be led by Trump and other notable leaders, including Former Prime Minister Tony Blair.
