CAIRO – 27 November 2025: Egypt and the Palestinian Authority discussed the UN Security Council’s adoption of Resolution 2803 on Gaza, including support for the deployment of an international stabilization force.

A statement by the Egyptian foreign ministry stressed that future security arrangements in Gaza must be “temporary and transitional” to pave the way for the Palestinian Authority’s governance.”

The statement came after a phone conversation between Egyptian Foreign Minister Badr Abdelatty and Vice President of the State of Palestine Hussein Al Sheikh on Thursday.

“The security arrangements must be characterized by a temporary and transitional nature, in preparation for enabling the Palestinian Authority to exercise all governance and security functions, in accordance with the principle of geographic contiguity between the West Bank and the Gaza Strip,” the statement read.

The phone call discussed the proposed arrangements for the establishment of the stabilization force “to carry out its role in monitoring the consolidation of the ceasefire in the Gaza Strip and the flow of aid as hoped.”

Abdelatty reaffirmed Egypt’s position on the need to maintain the ceasefire in Gaza, guarantee unimpeded humanitarian aid deliveries, and launch a political process based on international references and the two-state solution.

UNSC Resolution on Gaza

Resolution 2803, adopted by the UN Security Council on 17 November, endorses US President Donald Trump’s plan to end the war in Gaza.

The resolution authorizes the deployment of a temporary international stabilization force in “close consultation and cooperation” with Egypt and Israel.

The force, according to the resolution, should work along with newly trained and vetted Palestinian police force to implement various tasks, including ensuring the demilitarizion of Gaza and the destruction of existing military infrastructure.

The resolution also supports the creation of a “Board of Peace (BoP)” as a transitional administration in Gaza until the Palestinian Authority “has satisfactorily completed its reform program” and “can securely and effectively take back control of Gaza.”

The board is set to be led by Trump and other notable leaders, including Former Prime Minister Tony Blair.
