CAIRO – 29 June 2025: President Abdel Fattah El-Sisi has stressed the critical importance of upholding the rule of law during the swearing-in ceremony for the new heads of the Court of Cassation and other top judicial bodies in Alamein City on Sunday.
Counselor Assem Ghaiesh was sworn in as the new head of the Court of Cassation, while Counselor Osama Shalaby took the oath as the head of the Egyptian State Council, according to a statement from the Presidency.
Counselor Hussein Madkour has become the new head of the State Lawsuits Authority, and Counselor Mohamed Khalil will serve as the new head of the Administrative Prosecution Authority.
During the ceremony, President Sisi awarded the Order of the Republic, First Class, to the former heads of these judicial bodies in recognition of their contributions to the nation and their efforts to safeguard justice.
Honorees included Counselor Hosni Abu Zeid, the former head of the Court of Cassation; Counselor Ahmed Aboud, the former head of the Egyptian State Council; Counselor Abdel Razzak Shoeib, the former head of the State Lawsuits Authority; and Counselor Abdel Rady Soliman, the former head of the Administrative Prosecution Authority.

In his meeting with the new judicial chiefs, the president emphasized the independence of the judiciary and the crucial need to continue reinforcing the rule of law, which prioritizes justice and equality within the framework of “the new republic,” the statement read.
He praised the vital role of judicial institutions in protecting the rights, freedoms, and property of individuals, enhancing litigation mechanisms, preserving the judiciary's role, and building the capacities of judicial personnel.
Who Are They, What They Represent?
Counselor Assem Ghaiesh, the new head of the Court of Cassation, brings extensive experience from prestigious judicial and legal institutions across Egypt, having held notable positions, including membership on the Supreme Judicial Council and serving as the head of the court of values.
The Court of Cassation is Egypt’s highest court and the pinnacle of the judicial hierarchy.
Meanwhile, Counselor Osama Shalaby, a distinguished judge who is now leading the State Council, has over four decades of experience, beginning his career in the Public Prosecution in 1978 and later serving as deputy head of the State Council.
The State Council, an independent judicial body, is exclusively tasked with adjudicating administrative disputes and has jurisdiction over disciplinary lawsuits and appeals.
It is responsible for issuing legal opinions for entities specified by law, reviewing and drafting laws and legislative decisions, and examining draft contracts involving the state or public bodies.
Hussein Madkour, the new head of the State Lawsuits Authority, brings extensive judicial and academic experience, along with contributions in arbitration, Islamic jurisprudence, and comparative law.
