CAIRO - 4 July 2026: President Abdel Fattah El-Sisi officially inaugurated the State Strategic Command headquarters in the New Administrative Capital on Saturday, raising the Armed Forces flag over the new headquarters to mark its opening.

During the ceremony, President El-Sisi described the Strategic Command headquarters as an edifice "that stands as a testament to the will of a nation that knows no impossible," saying it embodies the pillars of the New Republic.

He opened his speech by congratulating the Egyptian people and extending his greetings on the Egyptian national football team's victory in Friday's World Cup match.

 

Why the New Capital?

 

“The choice of the New Capital as the location for this edifice [State Strategic Command HQs] was not accidental; rather, it is a living embodiment of the pillars of the new republic,” President El-Sisi said in his speech during the ceremony. 

He went on explaining that the State Strategic Command represents a qualitative leap in the command, control, and operations management system, boasting advanced technological infrastructure, secure communication systems, and superior capabilities for information gathering and analysis. 

“It also connects leadership and operational levels within a unified framework that achieves the highest levels of integration, accuracy, and rapid response.”

President El-Sisi further stressed that this command is not merely concerned with managing military situations; it is a fundamental pillar in the state's ability to confront challenges and exceptional circumstances according to a comprehensive vision and advanced systems that “prioritize national security and stability above all else, keeping pace with a world experiencing unprecedented rapid change.”

During his speech, President al-Sisi added, "God has been incredibly generous to Egypt. I won't say the people and the army, but God inspired the people to rise up and inspired us to act in ways that would preserve our country and protect it from evildoers."

President al-Sisi emphasized that the Strategic Command and state institutions are located in the new capital to safeguard them from evildoers, as was the case after the 2011 events.

"The Strategic Command is here because the Constitutional Court was besieged [before], the Cabinet building was also besieged, the Ministry of Defense was under threat, and Media Production City was under siege." 

He continued: "The state must relocate from the capital. The state must relocate so that this situation doesn't recur. The evildoers and terrorists won't stop. May God help us, and we must take precautions…This requires all of us to deal with our country with sincerity. God has always been there for us to help us, comfort us, and assist us in difficult circumstances. Perhaps at the beginning of the idea, when we talked about the new capital and the headquarters of the command—a new place where all the state's institutions are located, along with many elements of the new republic—God helped us with the idea and its implementation."

 

‘Egypt’s borders are a red line’

 

President Abdel Fattah El-Sisi stated that Egypt's borders are a red line protected by the will of its people, during his speech at the inauguration of the Strategic Command headquarters in the New Capital. 

President El-Sisi emphasized that the Strategic Command reinforces the unwavering belief that protecting the homeland is a responsibility that brooks no negligence.

President El-Sisi stressed that the state will never allow any infringement upon the capabilities of its people, and affirmed that the June Revolution was a cry for justice that confirmed that this proud nation is capable of protecting its state and safeguarding its future, no matter how great the challenges.

 

No lasting peace without just peace 

 

President Abdel Fattah El-Sisi stated that Egypt has exerted strenuous efforts to end wars and conflicts, reduce escalation, and has sought to prevent bloodshed.

During his speech, Sisi reiterated his appreciation for US President Donald Trump, whose efforts resulted in the Sharm El-Sheikh Agreement to end the war in Gaza, and his subsequent success in reaching an agreement to end the war with Iran. 

“I emphasize the necessity of supporting these agreements, insisting on their full implementation, and preventing any attempts to thwart, circumvent, or undermine them,” Sisi added.

He went on saying that Egypt affirms that the fundamental solution to the conflicts in the Middle East lies in reaching a comprehensive and just peace agreement that resolves the Palestinian issue and establishes a Palestinian state with East Jerusalem as its capital, in accordance with international law.

“There can be no lasting peace, no genuine stability, and no popular normalization without such an agreement. Only through a just peace that ends the occupation, puts an end to injustice and aggression, restores rights to their rightful owners, provides security for all, and grants the peoples of the region the opportunity to live in stability and prosperity, ushering in a new era of cooperation and flourishing, and a better future that our peoples deserve.”

 

Nuclear energy progress  

 

President El-Sisi also said that in a few days, the effective installation of the reactor pressure vessel for the second nuclear unit at the Dabaa nuclear station will be witnessed. It is one of the most prominent strategic partnership projects with the Russian Federation. 

“This station will have a significant positive impact on sustainable development, by providing clean energy for investment projects and services that citizens need,” he said, adding: “I take this opportunity; To thank Russian President Vladimir Putin and the Russian Federation for this constructive and extended cooperation to achieve remarkable achievements in major development projects.”

 

Building modern state 

 

He further pledged that Egypt will continue with unwavering determination and an unbreakable will to complete the journey of building and development, and to establish the foundations of the modern state, as a firm and unshakeable strategic choice.

President El-Sisi continued, "solidarity and hard work are the only path to progress.”

President Sisi also recalled the June 30 Revolution saying that it was a revolution against terrorism and extremism, and it was also a revolution for construction and modernization.

As part of his speech, President Abdel Fattah El-Sisi emphasized the importance of opening direct channels of communication with citizens. 

In this context, he instructed the government on several issues, including initiating an objective media dialogue that fosters discussion and awareness-raising within a framework of respect and understanding.

Below are 8 issues President El-Sisi instructed the government on:

 

1- The President directed the relevant authorities, in coordination with media and press outlets, to hold an annual meeting on December 3rd of each year, under his auspices, to review the state of Egyptian media, discuss challenges and opportunities, and develop practical recommendations that contribute to its continuous improvement.

 

2- President Abdel Fattah El-Sisi directed efforts to revitalize political party life, train political cadres, conduct local council elections, and strengthen their role in local governance.

 

3- The Future of Egypt for Sustainable Development Authority, in coordination with the Ministries of Agriculture and Supply, will prepare a national program to reduce the cost of living by expanding outlets and permanent markets, and regulating supply chains to contribute to stabilizing the prices of basic commodities.

 

4- A comprehensive national economic program will be prepared, to be implemented after the completion of the economic reform program with the International Monetary Fund. This will directly improve the standard of living for citizens.

 

5- The role of the private sector in leading growth and investment will be strengthened.

 

6- All relevant state bodies must take more decisive measures to combat corruption in all its forms, strengthen governance, transparency, and accountability, and expand digital transformation.

 

7- The education system must continue to be developed based on excellence, linking educational outcomes to labor market needs.

 

8- A plan must be developed to restructure the Small and Medium Enterprises Development Authority to focus on productive activities.

 

 

Recalling 2011 events 

 

President Abdel Fattah al-Sisi affirmed that the Egyptian state successfully navigated the difficult events following the 2011 uprising, adding, "It's crucial that we remember in detail the events of 2011 leading up to June 30th. I mention this because God Almighty willed that the country be protected from these events and the ensuing chaos and destruction."

During his speech at the inauguration of the Strategic Command headquarters in the New Administrative Capital, President El-Sisi added: "At the time of the crisis in 2011, the dollar was worth six Egyptian pounds, and now it's worth fifty. This means that the measures taken cost the state 450 billion dollars, and we are all paying the price."

President El-Sisi continued: "I'm saying this so that every official, media figure, intellectual, and young person understands the danger of any action they might take, which will not improve people's lives, but rather worsen them."

“We entered a war on terror in 2012, losing tens and hundreds of billions of Egyptian pounds, not to mention the martyrs and wounded. Almost every institution in the country—Muslims, Christians, mosques, and churches—was affected. This is a beautiful day; let's remember this so we can always draw lessons, ensuring such mistakes are never repeated and our country's flag always flies high,” he added.

President El-Sisi affirmed that the Future of Egypt for Sustainable Development Authority, in coordination with the Ministries of Agriculture and Supply, is preparing a national program to reduce the cost of living by expanding outlets and permanent markets and regulating supply chains, thus contributing to the stability of basic commodity prices.
