CAIRO - 20 May 2026: The cabinet approved a cooperation protocol on Wednesday between the Ministry of Foreign Affairs and the Ministry of Local Development to launch activities for the presidential "Lifeboats" anti-illegal migration initiative.
The agreement aims to provide safe, positive alternatives for youth in the eight Egyptian governorates with the highest rates of illegal migration.
The protocol outlines handicraft training programs aiming to prepare 400 local unit employees to run awareness sessions for youth and families.
It also targets 2,000 beneficiaries with vocational training to promote local heritage industries.
To encourage entrepreneurship, the Local Development Fund will provide subsidized loans to 200 outstanding trainees, allowing them to launch independent projects and transition smoothly into the labor market.
