CAIRO – 3 January 2025: Prime Minister Dr. Mostafa Madbouly conducted a field visit to inspect development and service projects in Luxor Governorate, including initiatives under the presidential “Decent Life” program in the Esna and Armant districts. The visit underscored the government’s efforts to monitor and accelerate the implementation of projects across key sectors such as health, water and sanitation, and housing.

 

According to the Luxor governor Abdel-Motaleb Mamdouh Emara, “Decent Life” projects have significantly transformed villages in Esna and Armant, benefiting around 687,000 residents. A total of 670 projects have been implemented, with construction completed on all of them and overall completion reaching 94.5 percent, most of which focus on infrastructure, utilities, and roads.

 

As part of efforts to monitor the development of the health sector in Luxor Governorate, the Prime Minister inspected facilities operated by the General Authority for Health Care to review achievements under the Comprehensive Health Insurance System. 

 

These included the development of hospitals and health units, the provision of millions of medical services, and the introduction of specialized and advanced surgeries for the first time, marking a qualitative leap in the quality of health care provided to citizens and tourists.

 

He also toured healthcare facilities in Luxor by inspecting Karnak International Hospital to review operations, medical supplies, and the quality of patient care. Officials highlighted the hospital’s role as a key pillar of medical tourism in Upper Egypt, citing its advanced services and modern infrastructure.

 

The hospital has a capacity of 149 beds, including 39 intensive care beds, and offers specialized services such as dialysis, oncology, and advanced surgeries. In 2025, it expanded intensive care capacity, launched an oncology unit, and introduced new critical care and emergency services, reflecting ongoing efforts to enhance healthcare for residents and tourists alike.

 

Madbouly handed over housing unit contracts to eligible beneficiaries under the National Youth Housing Project in the city of Al-Toud, known as “Al-Toud Housing,” after inspecting the project, which includes the completion of 30 residential buildings.

 

Additionally, Madbouly and his accompanying delegation inspected ongoing development works along the Nile Corniche on both the East and West Banks of Luxor. He later traveled to the West Bank Corniche aboard a Nile cruise vessel.

 

During the inspection, Luxor Governor Abdel-Motaleb Mamdouh Emara explained that the project includes the construction of a glass walkway, 21 tourist bazaars, tourist restaurants, an open-air theater, an illuminated fountain, a parking garage, pergolas, visitor seating areas, green spaces, as well as the upgrading and development of tourist marinas.

 

He also inspected the Citizens Services Complex (Technological Center) in the village of Al-Rayana in Armant Center, which is among the projects implemented during the first phase of the presidential “Decent Life” initiative.

 

The Prime Minister inspected the Olympic swimming pool at City Club Luxor during his visit, reviewing its facilities and development. Officials highlighted the project’s role in supporting youth sports and talent development, noting that the complex, spanning 5,700 square meters, includes Olympic and children’s pools and multiple sports and rehabilitation facilities. Madbouly also watched sports demonstrations and praised the athletes’ performance.

 

He also, inspected the Al-Rayana wastewater pumping station in Armant district, one of the projects under the first phase of the presidential “Decent Life” initiative. During the visit, officials reviewed the status of drinking water and sanitation projects in Luxor Governorate, which include 77 projects worth EGP 8.58 billion, with 35 completed since 2014.

 

The first phase of “Decent Life” comprises 26 projects, 21 completed and five underway, at a cost of EGP 3.4 billion, alongside additional projects in the second phase and under the investment plan. The initiatives cover 26 villages in Armant and Esna and include pumping stations, sewer networks, discharge lines, and treatment plants, reflecting ongoing efforts to upgrade water and sanitation infrastructure across the governorate.
