Russia-Africa partnership forum holds second ministerial conference in Egypt

CAIRO – 20 December 2025: The Egyptian capital on Saturday hosted the Second Ministerial Conference of the Russia-Africa Partnership Forum, with broad participation from more than 50 African countries and senior representatives of regional and continental organizations.

Egyptian Foreign Minister Badr Abdelatty co-chaired the meeting in Cairo alongside Russian Foreign Minister Sergey Lavrov and Angolan Foreign Minister Téte António, chairperson of the Africa Union Executive Council.

In the opening session, Abdelatty delivered a speech on behalf of Egyptian President Abdel Fattah El-Sisi, expressing Egypt’s appreciation for the deep African-Russian partnership.

This partnership was launched during Egypt’s presidency of the African Union in 2019 with the first Russia-Africa Summit held in Sochi.

He said the convening of the ministerial meeting reflects the continued development of Africa-Russia relations and builds on the momentum generated by the summits held in Sochi in 2019 and St. Petersburg in 2023.

The conference, Abdelatty said, represents a practical step toward implementing the Russia-Africa Partnership Forum Action Plan 2023-2026, while also providing an opportunity to launch a constructive dialogue on shaping the next action plan for 2026–2029.

That plan is set to be adopted at the third Russia-Africa Summit and aims to serve shared interests while promoting security, development and stability across Africa, Abdelatty said.
