Cairo meeting on Gaza stresses need to intensify efforts to ensure successful implementation of 2nd phase of agreement

CAIRO – 25 November 2025: Cairo hosted a meeting on Tuesday of mediators and guarantors of the Gaza ceasefire agreement.

The meeting was attended by Major General Hassan Rashad, head of the General Intelligence Directorate, and the Qatari Deputy Prime Minister and Foreign Minister along with the Turkish head of intelligence.

During the meeting, all parties agreed on the need to intensify joint efforts in cooperation with the United States to ensure the successful implementation of the second phase of the ceasefire agreement in the Gaza Strip.

The attendees also agreed on the need to continue strengthening cooperation with the Civil-Military Coordination Center to overcome obstacles and contain violations in order to ensure the consolidation of the ceasefire in Gaza.

Egypt on Thursday called for the effective implementation of UN Security Council Resolution 2803, which endorses a US-backed Gaza peace plan.

In a statement by the foreign ministry, Egypt affirmed its commitment to working with regional and international partners to ensure the implementation of US President Donald Trump’s plan.

Cairo underscored the plan’s role in consolidating the ceasefire, supporting reconstruction, and creating a credible political horizon for the just and comprehensive settlement of the Palestinian cause.

The resolution was adopted by the UN Security Council on Monday with 13 votes in favor, while permanent members China and Russia abstained.

The resolution authorizes a temporary international force in the enclave and endorses the creation of a “Board of Peace (BoP)” as a transitional administration in Gaza to oversee reconstruction efforts.

The board is set to be led by Trump and other notable leaders.

According to the resolution, the "International Stabilization Force (ISF)" should work with Egypt and Israel along with newly trained and vetted Palestinian police force to implement various tasks, including ensuring the demilitarizion of Gaza and the destruction of existing military infrastructure.

Hamas rejected the resolution, saying the resolution “does not rise to the level of the political and humanitarian demands and rights of our Palestinian people."

The resolution also “imposes an international guardianship mechanism on the Gaza Strip, which our people, its forces, and factions reject,” the movement stressed.

Hamas warned that “assigning the international force tasks within Gaza, including disarming the resistance, undermines its neutrality and turns it into a party in the conflict in favor of the occupation.”
