CAIRO – 23 November 2025: Egypt’s Foreign Minister Badr Abdelatty affirmed on Sunday that Cairo is coordinating closely with Qatar, Turkey, and the United States to advance the second phase of the Gaza peace plan.

In a phone call with his Qatari counterpart, Sheikh Mohammed bin Abdulrahman Al Thani, Abdelatty stressed the importance of maintaining the ceasefire and preventing any violations that could undermine ongoing efforts.

He emphasized coordination to ensure the implementation of the Sharm El-Sheikh agreement, including the delivery of humanitarian aid and improving living conditions for Palestinians in Gaza.

Abdelatty also highlighted the need to enforce the latest United Nations Security Council resolution and to enable the International Stabilization Force (ISF) to carry out its duties to ensure security and stability in the enclave.

Phase Two: ISF, Board of Peace

Egypt, alongside many partners, is pushing to advance the second phase of US President Donald Trump’s Gaza plan, endorsed last week by the UN Security Council Resolution 2803.

Trump’s plan seeks to halt Israeli hostilities, secure the delivery of aid to famine-stricken civilians, and outline a post-war governance framework.

The plan’s first phase, implemented since October 10, included a ceasefire and a prisoner-exchange agreement between Israel and Hamas.

Meanwhile, the second phase provides for the deployment of the ISF, a temporary multinational force, across the enclave to carry out several tasks, including demilitarizing the territory.

The coming phase also envisions establishing a so-called Board of Peace, chaired by Trump and comprising figures such as former UK Prime Minister Tony Blair, to oversee a technocratic Palestinian administration in Gaza.

Hamas Rejection

Hamas rejected the resolution, saying the resolution “does not rise to the level of the political and humanitarian demands and rights of our Palestinian people."

The resolution also “imposes an international guardianship mechanism on the Gaza Strip, which our people, its forces, and factions reject,” the movement stressed.

Hamas warned that “assigning the international force tasks within Gaza, including disarming the resistance, undermines its neutrality and turns it into a party in the conflict in favor of the occupation.”
