CAIRO – 16 November 2025: Minister of Foreign Affairs Badr Abdelatty highlighted Egypt’s serious efforts toward building a comprehensive national framework for AI governance as well as its leading regional role to establish AI strategies.
Abdelatty delivered a keynote address at the second edition of the AI, Data Centers and Cloud Conference and Exhibition (AIDC2 '25), held in Cairo under the patronage of the Ministry of Foreign Affairs from November 16 to 19.
The gathering, which brings together global experts, innovators and tech entrepreneurs, underscores Cairo’s position as an advanced regional axis for AI, data centers and cloud computing.
Egypt’s efforts in this promising field aligns with President Abdel Fattah El-Sisi’s directives to prioritize strengthening digital infrastructure, expand investments in the data sector, and leverage Egypt's unique geographical location as a hub for global telecommunications cables.

Abdelatty stressed that Egypt has taken serious steps toward building a comprehensive national framework for AI governance, pointing to the establishment of the National Council for Artificial Intelligence.
He also highlighted the adoption of a phased national strategy aimed at integrating AI into government services, strengthening public-private partnerships, supporting scientific research, preserving linguistic and cultural heritage, and developing the country’s human capital.
Abdelatty highlighted AI’s potential to accelerate sustainable development, improve public services, and spark innovation across sectors including healthcare, education, agriculture and public administration.
These potentials help deliver economic and social transformation aligned with the aspirations of Egypt’s citizens, he added.
The foreign minister also outlined the ministry’s role in shaping AI future, citing Egypt’s active engagement in all discussions focused on AI governance in the UN Security Council.
Egypt's Global, Regional Role on AI
Egypt also engaged in the UN General Assembly resolutions and contributed to the drafting of the “Global Digital Compact,” launched in September 2024.
Regionally, Abdelatty noted Egypt’s leadership on both the Arab and African levels, including its role in crafting the unified Arab AI strategy and the African Continental Artificial Intelligence Strategy.
Egypt also represented North Africa on the African Union Peace and Security Council’s advisory group on AI.
The minister said he hoped the conference would send a message to the international community on the importance of harnessing emerging technologies to promote transparency, fairness and equity in AI design and deployment.
He affirmed the importance of placing people at the center of the digital transformation with these efforts also reinforcing Egypt’s position as a regional hub for technological innovation in the Middle East and Africa.
