CAIRO – 15 October 2025: The Egyptian and Sudanese leaders have underscored the role of the Quad mechanism on Sudan – comprising Egypt, the US, the UAE, and Saudi Arabia – as an umbrella for resolving the Sudanese crisis, halting the war, and achieving the desired stability.
Egyptian President Abdel Fattah El-Sisi and Sudanese Sovereignty Council Chairman Abdel Fattah Al-Burhan met in Cairo on Wednesday. Their discussions included the upcoming Quad meeting, set to take place later this October in Washington.
This Quad mechanism forms part of a diplomatic effort aimed at ending the war between the Sudanese Armed Forces and the paramilitary Rapid Support Forces (RSF), which has killed tens of thousands of Sudanese people and displaced millions more since April 2023.
In mid-September, the four countries' foreign ministers issued a joint statement, outlining a proposal for a three-month humanitarian truce, followed by a permanent ceasefire and a nine-month transition toward a civilian-led government.
During their meeting today, Sisi and Burhan expressed hope that the upcoming Quad meeting would yield tangible results aimed at stopping the war and settling the crisis.
The leaders discussed recent developments on the ground in Sudan and the international and regional efforts aimed at ending the war and restoring stability.
Sisi reaffirmed Egypt’s longstanding stance in support of Sudan, emphasizing full backing for its unity, sovereignty, and territorial integrity.
The Egyptian president also underscored strong rejection of any attempts that could threaten Sudan’s security, undermine national cohesion, or create parallel governing entities outside the legitimate Sudanese government.
Burhan expressed his profound appreciation for Egypt’s continuous support under Sisi.
He added that these efforts reflect the depth of fraternal relations between the peoples of both countries and contribute to Sudan’s efforts to overcome its current crisis and restore security and stability.
Nile Crisis
The discussion further addressed developments regarding the Nile water issue, with both leaders reiterating their firm rejection of any unilateral actions on the Blue Nile that contravene international law.
Burhan emphasized the shared position of Egypt and Sudan concerning the Ethiopian dam.
The two presidents agreed to strengthen and intensify consultation and coordination mechanisms to safeguard their joint water rights.
The meeting was attended by Egypt’s Foreign Minister Badr Abdelatty and Head of the General Intelligence Service (GIS) Hassan Rashad. From Sudan, Foreign Minister Mohieldin Salem, General Intelligence Director Ahmed Mufaddal, and Ambassador to Cairo Imad Eldin Adawi.
