CAIRO - 9 August 2025: Egyptian Prime Minister Dr. Mostafa Madbouly directed that government's attention be paid to seasonal complaints by citizens, related to the repercussions of high temperatures during certain periods, which may affect the stability and efficiency of services in some areas. 
 
This came as Madbouly reviewed Saturday the efforts of the Unified Government Complaints System within the Cabinet and associated government agencies during July 2025, through a detailed report prepared by Dr. Tarek El-Refaei, Director of the System.
 
The Prime Minister emphasized the need to intensify efforts to receive, monitor, and address citizen complaints, as the state seeks to enhance community participation and continuously improve the quality of services provided to citizens in all governorates. He also directed that these complaints be responded to quickly and appropriate measures be taken to achieve the best possible response to citizens.
 
Dr. Tarek El-Refaei explained that, in implementation of the Prime Minister's directives, The Unified Government Complaints System continued to perform its vital role in coordination with all relevant ministries, governorates, and government agencies. The system received and monitored 218,000 complaints, requests, and inquiries throughout July. After initial review and examination, 180,000 complaints were directed to the relevant authorities, and 38,000 complaints were centrally archived before being referred to the relevant authorities.
 
Dr. Tarek El-Refaie added in his report that ministries accounted for 71% of the total complaints directed to relevant authorities during the month. Nine ministries received 89% of the complaints directed to the ministries: Housing, Utilities, and Urban Communities; Education and Technical Education; Interior; Electricity and Renewable Energy; Health and Population; Communications and Information Technology; Social Solidarity; Supply and Internal Trade; and Petroleum and Mineral Resources. The Ministries of Endowments, Electricity and Renewable Energy; Health and Population; Education and Technical Education; Foreign Affairs, Immigration, and Egyptian Expatriates Affairs; Petroleum and Mineral Resources; Tourism and Antiquities; Industry; Youth and Sports; and Supply and Internal Trade. Outstanding achievement rates and quality responses in addressing the causes of complaints and responding quickly to them during July.
