CAIRO – 28 July 2025: Egyptian Minister of Foreign Affairs and Emigration Badr Abdelatty, in his speech at the High-level International Conference for the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution—currently held at the United Nations headquarters—outlined key demands including the implementation of the two-state solution, Israel's withdrawal from all Palestinian territories, an immediate halt to Israeli settlement activities, an end to the war on Gaza, the achievement of a ceasefire, and the unimpeded entry of humanitarian aid into the besieged enclave, for achieving a fair peace.

The minister urged that the United Nations and the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) be enabled to fulfill their mandates in Gaza, stressing the need to allow humanitarian aid to flow freely and to support the Palestinian National Authority (PNA) in governing the Gaza Strip to ensure Palestinian territorial unity.
Abdelatty further emphasized the importance of supporting the Arab-Islamic plan for the early recovery and reconstruction of Gaza, calling for the mobilization of resources necessary to restore viability to the war-torn enclave.
Addressing the humanitarian catastrophe in Gaza, Abdelatty denounced the ongoing Israeli actions against Palestinians and called for coordinated international efforts to resolve the crisis. He stressed the importance of tackling the root causes of the conflict by reviving the two-state solution, which he described as the only viable path toward ending the conflict and achieving regional stability.
As co-chair of the fifth working group on humanitarian action and reconstruction in Gaza—alongside the United Kingdom—Abdelatty led the Egyptian delegation at the conference’s first session. During the session, he reaffirmed Egypt’s commitment to presenting its vision for addressing the humanitarian crisis in the occupied territories. This vision, he stated, is grounded in international and humanitarian law, particularly the rights of Palestinians to protection and access to essential services—rights that continue to be systematically and flagrantly violated, including through attacks in the West Bank and official calls by the occupying power to displace Gaza’s population and impose sovereignty over the West Bank.
Abdelatty stressed that Egypt categorically rejects such measures, as they jeopardize the possibility of establishing an independent Palestinian state and, by extension, the realization of the two-state solution.
He reiterated Egypt’s ongoing efforts to end the war in Gaza and alleviate the humanitarian crisis by facilitating the entry of aid—highlighting Egypt’s role as a leading donor—and by supporting UNRWA's operations in Gaza, the occupied territories, and beyond.
Looking ahead, Abdelatty confirmed Egypt’s readiness to cooperate with international partners to convene a conference for Gaza’s early recovery and reconstruction immediately after a ceasefire is achieved. This initiative, aligned with the Arab-Islamic plan, aims to bring a sustainable end to the humanitarian suffering of Gaza’s population.
Finally, the minister noted Egypt’s continued provision of security training for Palestinian National Authority forces, intended to empower them to uphold the rule of law in both Gaza and the West Bank. He underscored that such efforts are essential to creating the conditions necessary for establishing a contiguous and viable Palestinian state.
