CAIRO - 24 June 2026: Egypt’s Ministry of Foreign Affairs, International Cooperation and Egyptian Expatriates hosted the signing of eight new cooperation agreements and memoranda of understanding involving Egyptian ministries and institutions, the French Development Agency, the European Union and several French companies.
The agreements cover key development sectors, including healthcare, education, technical training, green industry and support for small businesses.
Two financing agreements worth a total of €300 million were signed to support Egypt’s Universal Health Insurance System. The funding is expected to strengthen the system’s long-term sustainability and expand the range of healthcare services available to citizens.
The package also includes a memorandum of understanding to support primary healthcare services, with a focus on improving service quality and increasing the operational efficiency of health units across Egypt’s governorates.
In education, the Ministry of Education and Technical Education signed a grant agreement to strengthen the teaching of French as a second foreign language in public schools.
Two letters of intent were also signed to establish applied technology schools. One will be developed at the Wardan Institute, while the second will be launched in partnership with RATP. The schools are intended to support technical education and equip students with skills that meet labour market needs.
A €45 million credit facility was signed with the Egyptian Environmental Affairs Agency to support the Sustainable Green Industry Project, reinforcing Egypt’s transition toward a greener and more environmentally sustainable economy.
The agreements also include a grant aimed at improving access to services in targeted communities and creating stronger economic opportunities, in cooperation with the Micro, Small and Medium Enterprise Development Agency.
Foreign Minister Badr Abdelatty said the agreements underline the strength of Egypt’s strategic partnership with France and the shared commitment to sustainable development priorities, particularly in healthcare, education, vocational training and green industry.
He highlighted the role of the French Development Agency in supporting Egypt over the past two decades through projects in transport, energy, water security and infrastructure, which have contributed to improving public services and supporting economic and social development.
Abdelatty added that the Egypt-France partnership remains a strong model of international cooperation built on mutual trust and a shared development vision.
