CAIRO - 7 June 2026: Egypt and the European External Action Service (EEAS) have signed an Administrative Arrangement to strengthen cooperation in crisis management and disaster risk reduction, enhancing information exchange and coordination mechanisms between the two sides.
The agreement was signed by Christian Berger, Director of the EEAS Crisis Response Centre, and Major General Tamer Abdelrahman, Assistant Secretary-General of the Egyptian Cabinet and Head of the National Committee for Crisis Management and Disaster Risk Reduction.
Following the signing, both sides discussed shared challenges and priorities in crisis preparedness and response, as well as avenues to deepen cooperation in managing cross-border and regional crises.
Berger highlighted the role of the EEAS Crisis Response Centre in supporting the EU’s High Representative for Foreign Affairs and Security Policy in responding to political, security, and consular crises outside the European Union. He stressed the importance of international partnerships and welcomed the agreement, inviting Egyptian counterparts to further engage with the Centre in Brussels.
On the Egyptian side, Major General Abdelrahman welcomed the agreement, emphasizing Egypt’s close cooperation with the European Union. He noted that the National Committee for Crisis Management and Disaster Risk Reduction serves as a central coordination body bringing together relevant national stakeholders to respond to a broad range of crises, including natural disasters, security incidents, health emergencies, and consular issues abroad.
He added that the committee oversees crisis response efforts across Egypt’s 27 governorates and operates specialized subcommittees monitoring regional developments, including Gaza, Syria, Sudan, and Ebola-related risks. The two sides also exchanged views on Ebola monitoring systems and broader preparedness strategies.
Egyptian officials said the agreement marks a further step in strengthening EU-Egypt relations, building on the Strategic and Comprehensive Partnership signed in 2024, ahead of the upcoming 11th EU-Egypt Association Council meeting on June 15, 2026.
