Egypt appoints two assistant ministers for strategic affairs, strategic industries

CAIRO - 28  April 2026: Minister of Industry Khaled Hashem has appointed Mohamed Samy as Assistant Minister for Strategic Affairs and Mohamed Zada as Assistant Minister for Strategic Industries, in a move aimed at reinforcing policy execution and industrial expansion.
 
The appointments come amid a broader push to enhance institutional performance and align industrial policy with Egypt’s long-term economic objectives, particularly in high-impact and capital-intensive sectors.
 
Samy brings a background in engineering, planning, and project management, with experience spanning global and regional firms including Halliburton, Dar Al-Handasah, and Enppi. He also held a role at the Egyptian General Petroleum Corporation, where he was involved in overseeing affiliated companies and advancing strategic planning systems.
 
His mandate is expected to focus on strengthening forward-looking policy design, improving coordination across sectors, and enhancing the efficiency of project implementation within the ministry.
 
Zada, who takes on the strategic industries portfolio, has over 20 years of experience in heavy industry. His career spans leadership roles in cement and steel, including positions at Lafarge, Egyptian Steel, El Marakby Steel, and Suez Steel.
 
He has overseen large-scale industrial developments, including multiple cement plants and steel production projects, while also driving operational transformation through digitalization and efficiency improvements.
 
Zada is expected to play a key role in advancing Egypt’s strategic industries agenda, particularly in sectors such as metals, construction materials, and heavy manufacturing, which are central to infrastructure development and export growth.
 
The dual appointments highlight the government’s focus on combining technical expertise with executive leadership to support industrial modernization and attract investment into priority sectors.
