Egypt plans child internet package, expands digital safety regulations

CAIRO - 16 April 2026: Egypt’s government is preparing to introduce a “child SIM” package as part of broader measures aimed at strengthening online safety for children, with potential implications for the telecommunications sector and digital services market.
 
The package will offer safer internet bundles with parental control tools and restrictions on access to social media platforms based on age groups. It is expected to be launched before June 30, 2026, according to an official statement.
 
The initiative will also extend to fixed-line internet services, with authorities coordinating with telecom operators to develop content classification systems and parental control applications for home broadband users. The measures may require technical upgrades at the network level and compatible customer equipment to enable filtering systems.
 
The plan was discussed during a meeting chaired by Prime Minister Mostafa Madbouly to review legislative efforts aimed at protecting children in the digital environment and regulating online safety frameworks.
 
Government spokesman Mohamed Elhomosany said the initiative is part of a broader strategy to strengthen digital governance, promote safer internet use, and reduce online risks through awareness programs.
 
The proposal is part of ongoing work to finalize draft legislation prepared by the Cabinet’s advisory body on child online protection, which will be reviewed before being submitted to parliament.
 
Madbouly directed officials to accelerate completion of the draft law, noting it is part of a wider legislative package mandated by the presidency, including family-related laws and the establishment of a family support fund.
 
Officials said several preparatory meetings have already been held on the file as the government moves toward finalizing the regulatory framework.
