Egypt, Djibouti seal 3 deals across ports, logistics, clean energy

Cairo - 28 December 2025: Egypt has concluded three new cooperation agreements with Djibouti in the areas of maritime transport, logistics, and renewable energy, in a move aimed at strengthening bilateral economic and trade relations, according to a cabinet statement.

The agreements were signed during an official visit by Kamel El-Wazir, Egypt’s Minister of Industry and Transport and Deputy Prime Minister, to the Djibouti Ports and Free Zones Authority (DPFZA).

At the core of the cooperation is a framework agreement to develop a multipurpose container terminal, led by an Egyptian consortium headed by the Holding Company for Maritime & Land Transport (HCMLT), in partnership with Djibouti’s state-owned Great Horn Investment Holding.

The project is expected to boost bilateral trade flows and reinforce Djibouti’s position as a regional and international logistics gateway.

Economic ties between the two countries have gained momentum in recent months, highlighted by the opening of a Banque Misr branch in Djibouti and the establishment of the Egyptian-Djiboutian Joint Business Council in April 2025.

The council’s agenda includes energy security, port and free zone development, and plans to create a 150,000-square-metre logistics hub dedicated to Egyptian companies.

During the visit, El-Wazir inaugurated a 300-kilowatt solar power plant equipped with 1.29 megawatt-hours of storage in the Omar Kajaa area of Djibouti’s Arta region. The facility aims to deliver sustainable electricity to local communities while supporting economic activity.

The Egyptian minister also held talks with government officials and private-sector representatives from both countries to advance cooperation in infrastructure, renewable energy, road construction, and port development. Proposed initiatives include upgrading Djibouti’s National Highway (RN18), conducting feasibility studies for a wind power project in the Djibouti International Freezone, and expanding the Port of Djibouti.

Additionally, a long-term land lease agreement was signed between El Sewedy Electric and its joint venture El Sewedy Logistics Djibouti with the DPFZA and the Khor Ambado Free Zone Company (KAFZCO). The deal paves the way for a regional logistics hub designed to facilitate trade and improve Egyptian companies’ access to surrounding markets.

The third agreement focuses on the development of a 100-megawatt green port solar project at Djibouti’s Doraleh Container Terminal, operated by the state-owned Société de Gestion du Terminal à conteneurs de Doraleh (SGTD). The project will supply renewable energy to port cranes and heavy equipment, helping reduce reliance on fossil fuels and exposure to global fuel price volatility.
