Egypt secures €53.8M in new financing to advance green industrial transformation

CAIRO – 23 November 2025:  Egypt has signed a €53.8 million concessional financing and grant agreement with the French Development Agency (AFD) and the European Investment Bank (EIB), strengthening national efforts to roll out the Green Sustainable Industries (GSI) Program.

The program is designed to accelerate the green transition across the industrial sector, cut emissions, and boost the global competitiveness of Egyptian manufacturing.

Alongside this agreement, Egypt also finalized a €8.8 million advisory services grant from the European Union, which will be managed by the European Investment Bank to support the program’s technical and implementation components.

Minister of Planning, Economic Development, and International Cooperation Rania Al-Mashat emphasized that the initiative targets industrial investments aimed at reducing pollution, lowering emissions, and improving energy and resource efficiency within factories.

These interventions, she noted, will deliver direct environmental benefits while enhancing the market competitiveness of Egyptian products abroad.

Al-Mashat added that the newly signed agreements form part of the program’s broader €271 million financing package, which includes a €30 million EU grant, €135 million in concessional financing from the EIB, and €45 million in concessional financing from the French Development Agency.

CEO of the Egyptian Environmental Affairs Agency Ali Abu Senna explained that the program’s total funding, comprising the AFD loan, EIB loan, and EU grants,amounts to €271 million, all directed toward helping industrial facilities adopt green technologies and implement environmentally compliant projects.

Abu Senna highlighted that the Green Sustainable Industries Program supports several key national priorities, especially strengthening Egypt’s export capacity.

By helping factories meet international environmental standards and the regulatory requirements of foreign markets, particularly in Europe, the program aims to remove barriers to market entry and increase the global presence of Egyptian industrial products.
