Cairo, Paris extend €4B development partnership through 2030

CAIRO - 2 October 2025: Egypt and France have agreed to extend their technical and financial cooperation framework until 2030, unlocking €4 billion to fund projects in human development, sustainable infrastructure, and green initiatives.

The announcement was made in the New Administrative Capital during a joint press conference by Rania Al-Mashat, Minister of Planning, Economic Development and International Cooperation, and French Ambassador to Cairo Eric Chevallier.

The agreement builds on commitments made during French President Emmanuel Macron’s April 2025 visit to Egypt, which elevated relations to a strategic partnership.

Al-Mashat said the renewed agreement supports Egypt’s reform agenda and “reflects the government’s commitment to prioritize high-impact projects, expand private sector participation, and align financing with Egypt's Narrative for Economic Development.

She stressed that concessional financing remains a vital, cost-efficient tool for advancing Egypt’s development goals.

Chevallier underlined the significance of the deal, calling it “a reflection of the deep and long-standing ties between Egypt and France, and a continuation of the agreement signed by our presidents earlier this year.”

The cooperation covers major sectors, including higher education, sustainable transport, and green energy projects linked to Egypt’s NWFE platform for climate investment.

It complements earlier deals signed in April, such as nine concessional financing agreements worth €262.3 million to upgrade water treatment, sanitation, electricity, and railway projects.

By renewing the framework, Egypt and France reaffirm their shared goal of strengthening development cooperation while opening the door for deeper trade and investment ties over the next five years.
