Egypt, Spain agree on strategic partnership for inclusive growth 2025–2030

CAIRO - 18 September 2025: Egypt and Spain have embarked on a landmark collaboration with the signing of the 2025–2030 Partnership for Development Agreement—the first initiative of its kind between the two nations.

The agreement underscores their joint commitment to advancing economic ties and strengthening bilateral cooperation.

 

Rania Al-Mashat, Minister of Planning, Economic Development and International Cooperation, explained that the program is designed to revitalize the long-standing relationship between Egypt and Spain through a modern, sustainable framework for development cooperation.

She emphasized that this initiative represents a global milestone for the Spanish Agency for International Development Cooperation (AECID), as it is the first time the agency has launched a program of this scale with any country.

 

The minister noted that the partnership is built around shared challenges and agreed priorities, with action plans targeting inclusive and sustainable economic growth, food security, women’s empowerment, climate change adaptation, and improved water and sanitation systems.

 

Implementation will rely on a wide range of tools—ranging from bilateral projects and technical assistance to trilateral and multilateral cooperation, as well as regional initiatives—drawing on Egypt’s strong track record and expertise in these areas.

 

Aligned with the UN Sustainable Development Goals (SDGs) and Egypt’s Vision 2030, the program incorporates national strategies and initiatives across various ministries and state institutions. It also includes mechanisms for regular monitoring and evaluation to ensure progress is measured and collaboration remains results-driven over its five-year term.

 

Al-Mashat explained that the agreement was shaped through extensive dialogue between the two governments, reflecting a dual strategy: first, to intensify cooperation in areas of mutual challenge—such as climate change and migration, addressed through a rights-based approach—and second, to benefit from Spain’s unique expertise in healthcare and agriculture.

 

She added that the partnership ushers in a new chapter of collaboration founded on equality, ongoing dialogue, and joint action. The strategic framework jointly approved by both sides defines the core objectives, priorities, and commitments that will guide the partnership.

 

To ensure effective implementation, a joint committee will be established, comprising representatives from Egypt’s Ministry of Planning and International Cooperation and the Spanish Embassy in Cairo, working in coordination with relevant institutions in both countries.
