CAIRO – 13 September 2018: Egyptian Interpol circulated again red notice lists to extradite Yehia Sayed Moussa, a former health official, as he is a main defendant in the case of assassinating late General Prosecutor Hisham Barakat in June, 2015.
In this regard, the Interpol as well as many countries declared support and solidarity with Egypt, especially since it has achieved distinctive success in combating terrorism and foiling plots against the country.
However, some countries do not have extradition agreements with Egypt, including the United Kingdom. Consequently, after the 2013 ouster of former President Mohamed Morsi, affiliated to the now-banned Muslim Brotherhood (MB), many MB members fled to the U.K., and it refused to designate or deport them.
Moussa, the alleged Health Ministry spokesman in the term of the Muslim Brotherhood-affiliated ex-President Morsi, is believed to be responsible for most of the armed terrorist attacks that took place in Egypt. The Health Ministry denied that Moussa was the ministry’s spokesman, saying that it would sue him for the claims he made regarding his post.
According to security investigations, Moussa contacted a number of Al-Azhar students and asked them to travel to Gaza to have military training, and then return to Cairo to assassinate Barakat.
Less than a year ago, the Arab quartet of Saudi Arabia, Egypt, United Arab Emirates, and Bahrain placed two organizations and 11 members, including Moussa, on the terror list.
Moussa fled to Turkey following the ousting of Morsi and frequently visited Qatar and Somalia since he went to Turkey, according to some media reports.
Moussa was also an eye witness defending Muslim Brotherhood members, including their Supreme Guide Mohamed Badie, in the lawsuit known as Rabaa operations room.
The former official is a doctor. He worked as a teacher in the Faculty of Medicine in Al-Azhar University.
Assassination of the general prosecutor
Barakat was killed in a car bomb attack targeting his convoy in Cairo on June 29, 2015. He was the highest-ranking state official to be killed by militants in a spate of attacks since the 2013 ouster of President Morsi.
Investigations carried out by the Supreme State Security Prosecution revealed that the defendants prepared a booby-trapped vehicle to target the motorcade of the top prosecutor.
The public prosecution charged the defendants with joining the Muslim Brotherhood group designated by the state as a terrorist group, sneaking into Egypt to carry out terrorist attacks after receiving training at the hands of Hamas movement.
