Stephen Haines, US Assistant Secretary of Commerce for Industry and Security
CAIRO - 21 July 2026: Stephen Haines, US Assistant Secretary of Commerce for Industry and Security, stated that the United States looks forward to building a long-term strategic partnership with Egypt in the field of artificial intelligence.
He emphasized that Cairo represents a promising market thanks to its qualified workforce, advanced digital infrastructure, and strategic location connecting Africa, the Middle East, and Europe.
During his speech at the US Innovation and Artificial Intelligence Forum in Cairo, Hayes praised the Egyptian government's efforts to prioritize high-value-added growth sectors, particularly information and communications technology, expressing his anticipation of strengthening cooperation with Egypt in the coming period.
He explained that the US Department of Commerce is working to enhance the competitiveness of American industry by supporting exports, ensuring fair market access, and enforcing trade laws, thereby contributing to the interests of the United States and its trading partners. He noted that artificial intelligence has become a central focus of this mission.
He emphasized that artificial intelligence (AI) is no longer merely a technological sector, but has become a cornerstone of national economies, given its role in developing manufacturing, healthcare, energy, cybersecurity, and defense. He stressed that the countries leading the AI race will have the greatest influence on the global economy in the coming years.
He noted that US President Donald Trump has set a clear objective: for the United States to win the global AI race. He explained that the US action plan is based on three main pillars: accelerating the development of AI technologies, strengthening US infrastructure, and leading international diplomacy and security in this field.
He added that AI exports are essential to maintaining US technological leadership, affirming that the United States seeks to deploy cloud computing services, intelligent models, cybersecurity tools, and AI-based applications worldwide, including in Egypt.
He said, “Our message today from Cairo is clear: we want to cooperate with Egypt and work with you to deploy AI technologies based on US technology in a safe, commercial, and widespread manner, benefiting the Egyptian economy and serving the interests of both countries.”
He explained that the U.S. Department of Commerce is currently working on a strategy to provide comprehensive packages of artificial intelligence solutions, including hardware, cloud computing services, models, cybersecurity, and specialized applications.
He noted that the International Trade Administration received 78 applications this month from consortia of leading U.S. companies, which are currently being evaluated to select the best ones to provide integrated solutions for various markets, including the Egyptian market.
He emphasized that the United States is not only offering technology but also seeking to establish long-term strategic partnerships that enable partner countries to purchase, finance, operate, and expand the use of integrated systems.
