Comprehensive health insurance provides 117M medical services to 6M citizens: Ministry of Health

CAIRO – 6 July 2026: The Ministry of Health and Population announced that the Comprehensive Health Insurance System has now been in operation for seven years.

The system has expanded significantly to cover the first-phase governorates of Port Said, Luxor, Ismailia, South Sinai, Suez, and Aswan. Minya has also been included as the first governorate in the second phase.

According to a ministry report, implementation of the system began with a pilot phase in Port Said in July 2019, followed by its official launch in November of the same year. The system was subsequently expanded to Luxor, Ismailia, and South Sinai in February 2021.

The ministry explained that pilot operations began in Suez and Aswan in November 2022. The system was officially launched in Suez in December 2024 and in Aswan in July 2025. A pilot phase began in Minya in June 2026, making it the first governorate included in the second phase. The ministry said this strategic step aims to expand the number of beneficiaries, particularly as the governorate has a population of around 7 million.

The ministry said the Comprehensive Health Insurance System currently serves more than 6 million beneficiaries across the first-phase governorates. Since its launch, affiliated healthcare facilities have provided more than 117 million medical and treatment services.

These services include more than 57 million primary healthcare services delivered through family medicine units and centers, in addition to nearly one million surgical procedures and interventions, around 30 percent of which were advanced and highly specialized operations. More than 7 million comprehensive medical examinations have also been conducted.

The ministry said the system is supported by an advanced healthcare infrastructure comprising 52 hospitals, including five major medical complexes, and more than 400 primary healthcare facilities.

The report highlighted digital transformation and the implementation of quality standards as key pillars of the system's success. More than 6 million unified electronic medical records have been created for beneficiaries, over 80 million electronic prescriptions have been issued, and all primary healthcare facilities have been fully digitized. Approximately 90 percent of hospitals are now fully automated.

As part of the system's governance framework, 4.5 million medications and medical supplies have been coded in accordance with the GS1 global standard, while more than 500 million radiology images have been electronically archived using artificial intelligence technologies.

In addition, 304 healthcare facilities have obtained either full or preliminary accreditation under the standards of the General Authority for Accreditation and Healthcare Regulation.

The report said these efforts have directly improved the quality of healthcare services, with patient satisfaction reaching 89 percent, according to ministry surveys.

To enhance the system's sustainability and emergency preparedness, 22 crisis and emergency management rooms have been established within the Unified National Network for Emergency and Public Safety Services. Integrated digital systems have also been launched to manage dialysis services, laboratories, and healthcare providers, linking them to the unified electronic medical record system and performance monitoring dashboards.

The Ministry of Health and Population concluded its report by underscoring the Comprehensive Health Insurance System's contribution to promoting medical tourism through the "We Care for You in Egypt" initiative. Under the initiative, participating hospitals have provided medical and treatment services to more than 35,000 patients from 125 countries.

The ministry said the growing number of international patients reflects increasing confidence in the quality and efficiency of Egypt's healthcare system and underlines the state's commitment to expanding the Comprehensive Health Insurance System to all governorates, further strengthening Egypt's position as a leading regional hub for healthcare services.
