CAIRO – 1 July 2026: President Abdel Fattah El-Sisi has approved a law setting the periodic allowance for employees subject to the Civil Service Law, granting a special allowance to employees not covered by the law, increasing the additional incentive for state employees, and introducing a special bonus for employees of public sector and public business sector companies.
Effective July 1, 2026, the law includes the following financial measures:
- Employees subject to the Civil Service Law will receive a periodic allowance equal to 12% of their basic salary as of June 30, 2026, with a minimum of LE150 per month.
- State employees not subject to the Civil Service Law will receive a special allowance equal to 15% of their basic salary as of June 30, 2026, with a minimum of LE150 per month.
- The additional monthly incentive for all state employees, regardless of whether they are subject to the Civil Service Law, will increase by a fixed amount of LE750.
- Employees of public sector and public business sector companies will receive a monthly bonus, paid from their companies' budgets, equivalent to the difference between the periodic allowance applicable to them and the special allowance granted to state employees not subject to the Civil Service Law. The law also stipulates that if an employee's total monthly income after the bonus is less than LE8,000, it will be increased to that amount.
The law aims to improve citizens' living standards and mitigate the impact of global economic challenges on the national economy. It also reaffirms the state's commitment to meeting its obligations to public employees and continuing to improve their income levels.
The legislation reflects the state's approach to balancing economic reform with strengthening the social safety net, while ensuring the continuation of development programs and easing the financial burdens on citizens.
