CAIRO - 30 June 2026: Judge Hoda Eissa took the constitutional oath before President Abdel Fattah al-Sisi on Tuesday, officially assuming the presidency of the Administrative Prosecution Authority.

The appointment, enacted under Presidential Decree No. 275 of 2026, takes effect on July 1, 2026.

Eissa succeeds Judge Mohamed El-Shennawy, who completed his tenure. Sisi also issued a executive decree awarding El-Shennawy the Order of the Republic, First Class, in recognition of his judicial service.

Born in Alexandria in 1957, Eissa graduated with a Bachelor of Laws from Alexandria University in 1979 before joining the Administrative Prosecution Authority in 1981.

Her judicial career spans more than 44 years, during which she held numerous leadership roles in Alexandria, including director of the Local Administration Prosecution and deputy director of the Health Prosecution.

On Sept. 13, 2025, she was appointed director of the Alexandria Technical Bureau and a member of the Disciplinary Board, a position she held until her presidential elevation to lead the national authority.

In August 2025, presidential decree 447/2025 appointed 48 women judges as part of 207 law graduates as Assistant Delegates to the State Council. Ranked by merit, the first name on the list is one of a female graduate.

These women judges were the first cohort to join the State Council through the regular pathway, starting from the entry level of the judicial career ladder.

The decree effectively removed the last legal barrier preventing women from holding all judicial positions in Egypt.
