CAIRO – 12 June 2026: The world is awaiting a potential agreement between Washington and Tehran following US President Donald Trump's announcement on Thursday that an agreement had been reached.
Regarding the memorandum of understanding, which is considered the first stage of a final agreement and a precursor to broader negotiations, the Iranian news agency Mehr, citing a source close to the Iranian negotiating team, reported that the document contains 14 articles.
However, Iranian Foreign Ministry spokesman Ismail Baghaei stated that the text still requires review and final approval by the relevant authorities in Iran.
According to Mehr, the memorandum includes the following provisions:
- A permanent and immediate cessation of hostilities on all fronts, including Lebanon.
- The complete lifting of the naval blockade within 30 days.
- The reopening of the Strait of Hormuz within 30 days, in accordance with Iranian arrangements.
- A US commitment to withdraw its forces from areas surrounding Iran.
- The release of $24 billion in frozen Iranian assets during a 60-day period of final negotiations, with half of the amount to be made available before negotiations begin.
- The establishment of a monitoring mechanism to oversee implementation of the agreement.
- The suspension of sanctions on exports of oil, petrochemical products, and their derivatives, along with a guarantee of Iran's full access to its financial resources.
- The presentation of reconstruction plans for Iran, valued at no less than $300 billion, by the United States and its allies.
- A 60-day negotiating period aimed at reaching a final agreement focused on the nuclear issue, the complete lifting of primary and secondary US sanctions, and the removal of relevant resolutions issued by the UN Security Council and the Board of Governors of the International Atomic Energy Agency.
- Iran's renewed commitment under the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) not to develop nuclear weapons.
- A US pledge not to increase its military presence in the region or impose new sanctions during the negotiation period.
- A US commitment not to interfere in Iran's internal affairs and to respect the country's sovereignty.
- Adoption of the final agreement through a UN Security Council resolution.
- A requirement that final negotiations will not begin until half of Iran's frozen assets are released, oil sanctions are suspended, and the naval blockade is lifted.
The report added that the final agreement would be limited to issues concerning enriched nuclear materials, uranium enrichment activities, sanctions relief, and a program for rebuilding the Iranian economy.
Any discussion of Iran's missile program or Tehran's support for resistance groups would be permanently excluded from the negotiating agenda.
