CAIRO – 20 May 2026: Esohe Joan Egbiki, Country Engagement Lead for Egypt at the Global Partnership for Education (GPE), affirmed that Egypt is witnessing a pivotal stage in its education reform and development process, reflecting the government’s commitment to implementing evidence-based and data-driven reforms.

Her remarks came during a presentation titled “Evidence and Progress of Education Reform in Egypt 2024–2026,” delivered at the "Envisioning Egypt’s Future in Education" conference, held under the theme “Presenting the Results of the Education Reform in Egypt Study: Evidence, Progress, and Future Vision.”

In her opening remarks, Egbiki expressed appreciation to the Government of Egypt, the Ministry of Education and Technical Education, and UNICEF, praising the strong partnership and fruitful cooperation between the government and development partners in supporting education reform efforts.

She emphasized that the current stage represents a significant milestone in Egypt’s educational development journey.

Egbiki noted that the Education Sector Analysis and the 2021 Education Sector Strategic Plan — prepared with funding from the Global Partnership for Education and in cooperation with the Ministry of Education and Technical Education, UNICEF, and other partners — identified several structural challenges facing the education system.

These challenges included overcrowded classrooms, increasing reliance on private tutoring instead of regular school attendance, a significant teacher shortage, and mounting pressure on the education system.

She added that Egypt has now moved beyond identifying challenges to actively addressing them. According to Egbiki, the education system is witnessing tangible progress, supported by clear evidence of improvements in several key areas within the framework of a comprehensive education reform agenda.

She also explained that one of the most notable developments since the Global Partnership for Education assumed the role of lead partner for Egypt in 2025 has been the rapid pace of reform aimed at addressing longstanding challenges.

Egbiki commended the Ministry of Education and Technical Education for its commitment to decisive action and its focus on practical implementation in classrooms, reflecting an institutional approach that prioritizes execution and measurable results over planning alone.

The GPE official emphasized that this progress highlights the importance of strong and consistent partnerships under effective government leadership, alongside the support of development partners and technical stakeholders, within a shared commitment to achieving educational equity, strengthening the education system, and delivering sustainable and wide-reaching impact.

In a related context, she expressed the GPE’s satisfaction in supporting Egypt through the Sector Capacity Building (SCG) grant, in partnership with UNICEF as the implementing agency. She explained that the support would contribute to strengthening sector analysis and diagnostics, planning and prioritization, as well as budget preparation and resource allocation to ensure the sustainability of reform efforts.

In closing, Egbiki stressed the importance of reinforcing evidence-based approaches and maintaining strategic focus in line with the Global Partnership for Education’s sector analysis and collaborative frameworks. She also underscored the importance of sustained investment in people and education systems.

She added that the progress achieved reflects a clear commitment and remarkable speed in implementing education reforms, emphasizing the importance of building on this momentum to achieve sustainable and equitable impact.

Egbiki reaffirmed the Global Partnership for Education’s commitment to continuing its support for Egypt in its efforts to advance educational development and achieve its long-term education goals.
