Khalil Al-Hayya, the Head of the Negotiating Delegation and Head of the Hamas Movement in the Gaza Strip
CAIRO – 3 April 2026: A delegation from the Islamic Resistance Movement Hamas, led by Dr. Khalil al-Hayya, concluded its visit to the Egyptian capital on Friday, after holding a series of meetings with Egyptian officials, mediators, and Palestinian factions.
During the visit, the delegation and Palestinian factions met with Mr. Nikolay Mladenov, UN Special Coordinator for the Middle East Peace Process, in the presence of mediators from Egypt, Qatar, and Turkey. The discussions focused on completing the implementation of the Gaza Strip ceasefire agreement and addressing the ongoing repercussions of the recent conflict, in line with the framework outlined in President Trump’s plan.
The movement and Palestinian factions emphasized the importance of fully implementing the first phase of the agreement and immediately initiating the work of the Palestinian National Transitional Committee to administer the Gaza Strip. This committee is expected to manage essential services, restore stability, and create conditions for early recovery and reconstruction.
The delegation highlighted the seriousness and positive stance of Hamas and other Palestinian factions in completing all phases of the ceasefire agreement and reaffirmed their commitment to the terms already signed. They noted that consultations are ongoing and that the delegation has received an invitation to resume talks in Cairo in the coming days.
The delegation expressed appreciation for Egypt’s efforts, under the auspices of President Abdel Fattah al-Sisi, and for the role of mediating parties in supporting the Palestinian cause.
