CAIRO – 12 March 2026:  Mr. Ahmed Aboul Gheit, Secretary-General of the League of Arab States, welcomed the adoption by the Somali Parliament of the final Constitution of the Federal Republic of Somalia and its entry into force.

 

He described it as an important historic step in completing the process of building Somali state institutions and consolidating the foundations of a constitutional system based on the rule of law, the separation of powers, respect for fundamental rights and freedoms, and the affirmation of the country's unity across its various regions.

 

Secretary-General in a statement, stated that Mr. Aboul Gheit asserted that the adoption of the Somali Constitution reflects a comprehensive national process and sustained efforts undertaken by the Somali people and their national institutions to strengthen political stability, reaffirm the unity of the country, consolidate good governance, and support the path of sustainable development in Somalia. 

 

He further noted that the League of Arab States will continue to extend its support and cooperation to the Government and Parliament of the Federal Republic of Somalia in all areas that contribute to enhancing security and stability, consolidating democratic institutions, preserving the unity of the country, and achieving development and prosperity for the Somali people, while supporting peace and stability in the region.

 

After decades of political instability and institutional breakdown following the collapse of the central government in 1991, the adoption of the provisional constitution in 2012 represented a significant step toward rebuilding the Somali state.

 

Nevertheless, the constitution remained an interim framework that was neither finalized nor revised, leaving the country in a prolonged political transition that continued for more than fourteen years.
