Minya to be added to Egypt’s comprehensive health insurance system

CAIRO - 11 March 2026: Egyptian Minister of Health and Population Khaled Abdel Ghaffar chaired the periodic meeting of the Coordinating Committee for the Comprehensive Health Insurance System on Wednesday, to follow up on the implementation progress for including Minya Governorate in the second phase of the system. 
 
The meeting comes in line with the state's commitment to expanding comprehensive health coverage and providing high-quality medical services to more than 6 million citizens in the governorate.
 
The Minister emphasized that the Comprehensive Health Insurance System is one of the most prominent strategic health reform projects that has proven success in the first phase. 
 
Abdel Ghaffar added that the system is progressing steadily and systematically.
 
He stressed the importance of expediting the completion of preparations in Minya to ensure its efficient integration into the system, in line with the state's vision to achieve health equity and raise the level of medical care for all citizens.
 
Dr. Hossam Abdel Ghaffar, the Ministry's official spokesperson, explained that the meeting reviewed the comprehensive health plan for the governorate, examined the readiness of the infrastructure and health facilities, and monitored the progress of digital transformation in hospitals and primary care units. 
 
This was done to develop a comprehensive executive action plan that ensures a smooth and effective start to operations.
 
The Minister noted that the meeting discussed the implementation status of healthcare infrastructure, where six major national projects are underway to develop and upgrade facilities at an estimated cost of approximately EGP 6.75 billion. 
 
These projects will provide nearly 1,506 additional beds, thus enhancing capacity and improving the quality of the medical services provided to citizens.
 
The meeting also tackled the progress of digital transformation in hospitals, primary care units, and university hospitals. This includes establishing the necessary technological infrastructure for electronic connectivity and the exchange of health information, providing advanced equipment to automate services.  
 
The spokesperson noted that the meeting also reviewed the implementation plan for the system in Minya, including the expected timeline for its launch.
