Strategic Vision 2040 for integrated development to be launched Monday

CAIRO - 9 March 2026: Dr. Manal Awad, Minister of Local Development and Environment, will attend Monday, in cooperation with the European Union and the United Nations Development Programme (UNDP), the launch of the Strategic Vision for Integrated Development 2040 and the Medium-Term Plan 2030 for four promising governorates: Fayoum, Beni Suef, Luxor, and Aswan.

 

This initiative aims to promote decentralization and investment, reflecting the Egyptian state's commitment to shaping an unconventional development future.

 

This initiative is not merely an announcement of plans on paper, but rather the inauguration of a major international partnership bringing together the Egyptian government, the European Union, and the United Nations Development Programme (UNDP).

 

High-level participation from the Ministries of Planning, Foreign Affairs, Finance, and Investment underscores the economic and political significance of this initiative.

 

The Strategy's Pillars: Vision 2040

 

The strategic pillars of Vision 2040 represent a long-term vision that defines the economic and social identity of each governorate.

 

Plan 2030 is the medium-term implementation plan that translates the vision into tangible projects over three consecutive years, based on urgent priorities.

 

These moves come in implementation of the General Planning Law No. (18) of 2022, which requires the governorates to formulate their own visions, as the project, funded by the European Union, aims to build a "modern and decentralized" local management system.
