Health Ministry enhances digital infrastructure for state-funded healthcare

CAIRO – 27 February 2026: The Ministry of Health and Population held a high-level meeting to discuss the modernization of databases and applications used in the state-funded citizen treatment system. This initiative follows the directives of Dr. Khaled Abdel Ghaffar, Deputy Prime Minister and Minister of Health and Population, to accelerate the nation’s digital transformation.

The meeting was chaired by Major General Amr Ayed, Assistant Minister for Information Systems and Digital Transformation. Participants included representatives from the Ministry of Communications and Information Technology, the Specialized Medical Councils, the Comprehensive Health Insurance Authority, and technology partners from DMS and Oracle.

Dr. Hossam Abdel Ghaffar, the Ministry's official spokesperson, explained that the meeting reviewed a comprehensive plan to modernize the system's digital infrastructure. The primary goals of this modernization are to improve overall operational efficiency, expedite service delivery for citizens, and enhance governance and financial transparency across the board.

A central topic of discussion was the mechanism for transferring and operating databases at the Unified Data Center in the New Administrative Capital. This transition aims to centralize data sources, increase reliance on modern digital architecture, expand electronic service offerings, and gradually eliminate paper-based transactions.

The meeting also addressed the development of a national network for state-funded healthcare. By maximizing the use of integrated state databases, the Ministry aims to prevent resource waste by ensuring medical subsidies reach those most in need.

Furthermore, the initiative seeks to strengthen the protection of sensitive patient data and utilize the Government-to-Government (G2G) digital platform to verify citizen eligibility in real-time, ensuring the equitable distribution of healthcare services.

The session concluded with an agreement to finalize technical contracts and begin the phased migration of the system to the unified data center. The official spokesperson reaffirmed that developing a secure, integrated information infrastructure remains a top priority, ensuring that Egypt’s healthcare system meets global standards for both information security and service quality.
