CAIRO – 16 February 2026: President Abdel Fattah El Sisi presided over the swearing-in ceremony of newly appointed governors and their deputies on Monday. The ceremony was attended by Prime Minister Dr. Mostafa Madbouly and the Minister of Local Development and Environment, Dr. Manal Awad.

Ambassador Mohamed El-Shenawy, the official spokesperson for the Presidency, stated that after the new governors and their deputies took the constitutional oath, a commemorative photograph was taken with the President.
Following the ceremony, the President held a meeting with the newly appointed officials, attended by the Prime Minister and the Minister of Local Development and Environment.
President Sisi started the meeting by welcoming the appointees and offering his congratulations. He emphasized that each governor must make optimal use of the tools and resources available within their respective governorates to achieve tangible results that serve the public interest.
Sisi stressed the pivotal role of the governor, noting the necessity of working with sincerity, dedication, and a thorough understanding of local issues. He urged them to utilize the expertise of deputy governors and executive staff while accounting for the unique characteristics of each governorate. The President explained that the success of a governor in their mission directly reflects the interests of the state as a whole.
The spokesperson added that the President emphasized the importance of maintaining continuous communication between officials and citizens. He underscored the need to treat complaints and requests with seriousness, manage available equipment and resources effectively, and foster cooperation with investors and business leaders.
The President also highlighted the importance of transparency and clarity, as well as maintaining ongoing coordination with the government, members of the House of Representatives and the Senate, and the Presidency when necessary.
Specific directives were issued to prioritize several key sectors, including the legalization of building violations, the development of sewage treatment plants, and the enhancement of drinking water and electricity infrastructure. The President also directed attention toward ensuring the regularity of school classes, promoting a culture of sports, and strengthening partnerships with civil society.
The official spokesperson indicated that the President further stressed that governors must personally and continuously oversee cleanliness campaigns, complete projects related to the “Decent Life” initiative, monitor the operation of bakeries, and maintain a consistent field presence to address citizens' concerns.
Additionally, he directed the need for effective oversight of housing projects and the establishment of new cities. This includes removing obstacles in coordination with relevant state agencies, firmly addressing the encroachment on agricultural land and canals, resolving informal settlement violations, and prioritizing urban planning and visual identity.
The President concluded by stressing the importance of developing local resources and implementing governorate-specific projects. He particularly urged governors of tourist-centric regions to take effective measures to overcome obstacles and encourage tourism to enhance their international roles.
