Profile: Mahmoud El-Sherif, Egypt’s New Minister of Justice

CAIRO – 10 February 2026: Following the cabinet reshuffle approved by the House of Representatives on Tuesday, Judge Mahmoud Helmy El-Sherif has been appointed Minister of Justice in the government led by Prime Minister Dr. Mostafa Madbouly.

A Vice President of the Court of Cassation, Judge El-Sherif is regarded as one of Egypt’s most distinguished judicial figures. Widely known as "The Judge of Mercy" for his humanitarian approach, he brings extensive experience in both high-court adjudication and administrative leadership within the Ministry of Justice.

Biography of Judge Mahmoud El-Sherif:

 

Obtained a Bachelor of Laws in 1987.

Appointed as an assistant prosecutor shortly after graduation, marking the start of a decorated career in the Public Prosecution.

Public Prosecution: Progressed through the ranks to become a senior prosecutor, specializing in the Public Funds Prosecution by 1994.

Served as a senior prosecutor within the Court of Cassation before being appointed as a Public Prosecutor at the Court in 2007.

Elevated to Counselor at the Court of Cassation, and subsequently appointed Vice President of the Court of Cassation in 2012.

Served as Assistant Minister of Justice for Court Affairs (2014) and most recently as Assistant Minister of Justice for Parliamentary and Media Affairs.

Appointed Vice President of the NEA in 2017. He played a critical role in overseeing the 2018 presidential elections and the 2019 constitutional amendments.

Member of the Law Enforcement Committee under the President’s Security Advisor and the Coordinating Committee for the National Population and Development Strategy.

Elected to the board of directors of the Egyptian Judges Club, serving as treasurer, secretary-general, and official spokesperson from 2009 to 2016. He was a prominent advocate for judicial independence, particularly during the constitutional challenges of 2012.

Member of the Supreme Council of the Syndicate of Ashraf (descendants of the Prophet) since 2015.

Drafted a new law for marriage registrars and successfully amended regulations that had remained unchanged since 1934.

His reform agenda focuses on integrating Artificial Intelligence into the judicial system, expanding digital services, and enhancing the technical capabilities of courts.

A key priority of his mandate is eliminating litigation delays by expediting dispute resolution and increasing staffing at real estate registration offices to reduce overcrowding.

Judge El-Sherif is noted for his strong rapport with members of the House of Representatives and the Senate, a relationship cultivated during his tenure as the Ministry’s primary liaison for parliamentary affairs.
