CAIRO – 10 February 2026: President Abdel Fattah al-Sisi issued several key directives on Tuesday to the newly reshuffled government following approval by the House of Representatives.
The directives are as follows:
1- Reaffirmation of the Presidential Mandate: To uphold the core pillars of the mandate issued to Prime Minister Dr. Mostafa Madbouly (Presidential Decree No. 258/2024), specifically:
a) National Security and Foreign Policy
b) Economic Development
c) Production, Energy, and Food Security
d) Social and Human Development
2- Each ministry is required to develop a comprehensive plan detailing specific objectives, procedures, implementation timelines, funding requirements, and performance indicators. these plans will be subject to continuous monitoring and rigorous evaluation.
3- The priority for economic ministries is the sustained improvement of the national economy. This will be facilitated by the Deputy Prime Minister for Economic Affairs, who will oversee the development of future plans, coordinate between ministries to ensure harmony, and monitor performance. With the International Monetary Fund (IMF) program nearing its conclusion this year, focus must shift to reducing public debt through innovative, well-researched strategies that ensure long-term fiscal health.
4- Continue implementing the State Ownership Policy with concrete, actionable steps to increase private sector participation in the economy.
5- Explore emerging sectors to bolster the economy—particularly technology, rare earth minerals, and related industries—while encouraging innovation and funding advanced research and applications.
6- Substantially and sustainably improve the education system across all facets, while prioritizing public health and facilitating easier access to medical treatment for all citizens.
7- Uphold the values of citizenship, equality, and non-discrimination. The government must encourage participation in public affairs through transparent procedures, including fulfilling the constitutional requirement to establish local councils to ensure popular oversight of local government units.
8- Give utmost importance to public opinion by providing factual, transparent information through national media. The media must employ a responsible, professional discourse to build collective awareness against challenges and rumors, while promoting a culture of constructive dialogue and critical thinking
