Cairo Prosecution Investigates Harassment Attempt After viral public bus harassment videos

CAIRO – 10 February 2026: The Cairo Public Prosecution launched on Tuesday an investigation following the circulation of videos on social media, in which a woman appealed for help after allegedly being harassed, stalked, and nearly robbed in the Moqattam Police Department area.

The woman, a corporate employee from Suez Governorate, revealed that while leaving her workplace in Mokattam, she was verbally harassed by a man who deliberately followed her.

In a state of distress, she boarded a public bus, hoping to avoid further confrontation, but the man followed her onto the bus, continuing his unsettling behavior.

Alarmed by the situation, the victim took out her mobile phone and recorded the incident, sharing the footage on her personal social media account in an attempt to get assistance. In her post, she also mentioned that the man had attempted to rob her during the encounter.

The Ministry of Interior swiftly launched an investigation into the incident, reviewing surveillance footage and tracing the suspect’s movements. Through their investigation, they identified the man as a worker from Dakahlia Governorate.

After arresting him, authorities confronted the suspect with the evidence, though he denied any involvement in the incident and claimed he had no prior knowledge of the woman.

Despite his denial, the woman’s testimony and the recorded video strongly supported the allegations against him.

In addition, the Cairo Public Prosecution ordered a full investigation into the circumstances of the case, including reviewing whether the suspect had any prior criminal history and analyzing his movements during the day of the incident. They also requested the seizure of the phone used by the victim for forensic examination.

The Ministry of Interior emphasized its commitment to ensuring the safety of citizens and bringing perpetrators of such offenses to justice. As the investigation continues, authorities are working to uncover every aspect of the case.

According to Law No. 185 of 2023, which amended several provisions of Egypt's Penal Code, stricter measures have been introduced to combat crimes such as indecent exposure, sexual harassment, and bullying, especially when these offenses are committed through any means, including electronic communication. The law places a particular emphasis on protecting children and prescribes harsher penalties for crimes that target minors.

Under Article 306 bis (A), any individual who harasses another person in public or private spaces, or in areas frequented by the public, through sexual or obscene acts, suggestions, or innuendos—whether by gesture, word, or deed, using any means including wired, wireless, or electronic communication—faces imprisonment for two to four years. The article also stipulates a fine ranging between EGP 100,000 and EGP 200,000, or the imposition of either penalty.

Article 306 bis (B) provides for aggravated penalties in specific circumstances, such as when the crime occurs in the workplace, on public transportation, by two or more perpetrators, or if the offender is a relative, guardian, or someone in a position of authority over the victim. If two or more aggravating factors apply, the law mandates doubling the minimum penalty, reinforcing the state’s commitment to deterring such crimes and ensuring stronger protection for victims.
