Digital Egypt Fund
CAIRO – 29 January 2026: A draft law has proposed the establishment of the Digital Egypt Fund, aimed at supporting and financing innovators working in the field of digital transformation and strengthening the country’s digital infrastructure.
According to Article 3 of the draft law, the fund will have all the powers necessary to achieve its objectives, as outlined in Article 2, with a focus on several key areas.
These include ensuring the sustainability of the national digital identity system that enables the delivery of services to citizens, supporting the localization of modern technology, and combating digital illiteracy.
The fund will also support the establishment of data centers and the modernization of systems and software that provide digital government services, contributing to improved efficiency of the information infrastructure. In addition, it will back digital capacity-building programs and provide funding for innovators in the digital transformation sector.
Other responsibilities include supplying the services and human resources required to implement digital transformation initiatives and projects, developing digital systems and information infrastructure, funding technical studies related to digital development, and supporting projects aligned with the fund’s objectives.
The draft law further aims to eradicate digital illiteracy by encouraging citizens to adopt digital tools and platforms in all their transactions. It also seeks to support the national digital transformation system while ensuring it is managed in a cost-effective manner that does not place an additional burden on the state treasury.
The proposal aligns with Article 25 of the Constitution, which obliges the state to combat digital illiteracy among citizens of all ages and to develop clear mechanisms and timelines for achieving this goal.
