CAIRO - 24 January 2026: Law No. 14 of 2022 on the regulation of Egyptian prisons underscores the importance of ensuring inmates’ access to education and learning within correctional and rehabilitation centers, as part of a broader approach aimed at reform and social reintegration.

Under Article 31 of the law, the administration of public correctional and rehabilitation centers is required to encourage inmates to pursue education and facilitate their studies. The article also allows educational institutions to form special examination committees inside detention facilities, in coordination with the relevant authorities. In cases where circumstances require exams to be held outside the center, inmates may be transferred, provided the Ministry of Interior determines that the move can be carried out safely.

The legislation reflects the state’s focus on rehabilitation rather than punishment alone, seeking to equip inmates with the knowledge and skills needed for successful reintegration into society upon release.

Recent amendments to the law have also introduced changes to the names, infrastructure, and management of penal institutions, with the aim of strengthening inmates’ educational, cultural, and social rights. These measures expand opportunities for continuing education, promote reading and learning, and support development and rehabilitation programs, while ensuring that custodial sentences are implemented under full judicial supervision.
