CAIRO – 16 January 2026: The White House announced Friday that President Donald J. Trump has formed a founding executive board within the "Peace Council" to oversee the implementation of his comprehensive plan to end the war in Gaza.
The statement also announced the formation of another executive board to support the Office of the High Representative and the National Committee for the Administration of Gaza (NCAG).
Trump praised the formation of the NCAG as a vital step forward in implementing Phase Two of his Comprehensive Plan to End the Gaza Conflict — a 20-point roadmap for lasting peace, stability, reconstruction, and prosperity in the region.
The National Committee for the Administration of Gaza
According to the White House, the NCAG will be led by Dr. Ali Sha’ath, a technocratic leader who will oversee the restoration of core public services, the rebuilding of civil institutions, and the stabilization of daily life in Gaza. The committee aims to lay the foundation for long-term, self-sustaining governance.
The White House stated that Sha’ath brings deep experience in public administration, economic development, and international engagement. He is noted for his pragmatic leadership and understanding of Gaza’s institutional realities.
The Founding Executive Board within the "Peace Council"
The executive board within the Peace Council is chaired by Trump and composed of leaders with experience across diplomacy, development, infrastructure, and economic strategy. Members include Secretary of State Marco Rubio, Steve Witkoff, Jared Kushner, Tony Blair, Marc Rowan, Ajay Banga, and Robert Gabriel.
Each board member will oversee a portfolio critical to Gaza’s stabilization, including governance capacity-building, regional relations, reconstruction, investment attraction, and capital mobilization.
In support of this model, the chairman has appointed Aryeh Lightstone and Josh Gruenbaum as senior advisors to the Board of Peace. They are charged with leading day-to-day strategy and translating the board’s mandate into execution.
Nickolay Mladenov, an executive board member, will serve as the high representative for Gaza. In this capacity, he will act as the link between the Board of Peace and the NCAG, ensuring coordination across civilian and security pillars.
To establish a durable, terror-free environment, Maj. Gen. Jasper Jeffers has been appointed commander of the International Stabilization Force (ISF). He will lead security operations, support demilitarization, and enable the safe delivery of humanitarian aid.
Gaza Executive Board
The White House also noted the establishment of the Gaza Executive Board to support the Office of the High Representative and the NCAG. This board will focus on effective governance and the delivery of services to the people of Gaza.
The Gaza Executive Board members include Steve Witkoff, Jared Kushner, Turkish Foreign Minister Hakan Fidan, Ali Al-Thawadi, Minister Hassan Rashad, Head of the Egyptian General Intelligence Directorate, Tony Blair, Marc Rowan, UAE Minister Reem Al-Hashimy, Nickolay Mladenov, Yakir Gabay, and Sigrid Kaag.
The White House affirmed that the U.S. remains committed to this transitional framework, working with Israel, Arab nations, and the international community. Trump called on all parties to cooperate with the NCAG, the Board of Peace, and the ISF to ensure the plan's success.
Additional members for both boards will be announced in the coming weeks.
The statement noted that this milestone aligns with U.N. Security Council Resolution 2803 (2025), which endorsed the comprehensive plan.
"The Board of Peace will play an essential role in fulfilling all 20 points of the president’s plan, providing strategic oversight, mobilizing international resources, and ensuring accountability as Gaza transitions from conflict to peace and development," the statement concluded.
