CAIRO – 11 January 2026: Egypt’s President Abdel Fattah El-Sisi has appointed 28 members to the House of Representatives, completing the chamber’s full membership of 596 lawmakers, according to sources cited by Extra News TV.
Among the appointees is ambassador Sameh Shoukry, who served as Egypt’s foreign minister for a decade, from 2014 to 2024.
The appointments also include 14 women, in compliance with the law requiring that women account for at least 50% of presidential appointees to the House of Representatives.
Under Article 102 of the Egyptian Constitution and the House of Representatives Law, the president is entitled to appoint up to 5% of the total number of elected MPs, equivalent to 28 members.
The constitutional provision aims to allow the inclusion of individuals with specialized expertise in several fields including law, economics, education, health, and culture.
The move enhances the House’s ability to perform its legislative and oversight roles effectively and in the public interest.
Presidential Appointees
Among the notable 28 members appointed by the president today is ambassador Naela Gabr, Chairperson of the National Coordinating Committee for Combating and Preventing Illegal Migration and Trafficking in Persons, serving since 2014.
Gabr is also a women’s affairs expert at the Women Consultative Council (WCC) of the Organization of Islamic Cooperation (OIC).

The president also appointed Dr. Manal Hamdy El-Sayed, a Professor of Pediatrics at Ain Shams University and the founder of the university’s first clinical research unit.
Meanwhile, former head of Accountability State Authority Hisham Badawi, Dean of Faculty of Mass Communication Thuraya Al-Badawi, and Head of the Egyptian Center for Arbitration and Settlement of Non-Bank Financial Disputes Marian Ragheb will serve in the House.
The parliament will also be joined by Mirna Arif, General Manager of Microsoft Egypt; Ashraf El-Sheehy, former Minister of Higher Education and Scientific Research; and economic expert Samir Sabry, Secretary of the Central Investment Secretariat at the Mostaqbal Watan Party.
Other appointees include Nashwa Aql, Vice Dean for Community Service and Environmental Development at the Faculty of Mass Communication, and Sherif Bishay, a prominent physician with extensive experience in establishing and managing medical institutions.
Lawmakers will also be joined by extensive expertise, including Khaled Abdel Rahman, Abdel Khalek Ibrahim, Eyad Ouda, Yasser Al-Arabi, Ahmed Fayed, Saeed Abdel Fattah, Adela Ragab, Randa Mostafa, Noha Abdel Rahman, Hanaa El-Ebeisy, Amal Asfour, Yara Youssef, Sherin Tayel, and Ayda Ismail.
Longest Parliamentary Elections
The appointees only come a day after Egypt has officially concluded the longest House of Representatives’ elections in its modern history, following the announcement of final runoff results in constituencies whose outcomes had previously been annulled by court rulings.
According to figures released last week by the State Information Service (SIS), eight opposition parties secured a total of 53 seats, representing nearly 10% of the elected members of parliament.

The parliamentary elections began in November and stretched over nearly two months. The process was disrupted by violations during vote process, which cast doubt on the integrity of results in several districts.
These developments prompted direct intervention from President Abdel Fattah El-Sisi, who called for a comprehensive review of contested constituencies.
Subsequently, the NEA and the Supreme Administrative Court annulled results in a number of districts, ordering reruns to ensure the credibility of the process.
