CAIRO – 24 December 2025: The Cabinet on Wednesday approved amendments to Traffic Law No. 66 of 1973, toughening penalties for specific traffic offenses with deterrent prison sentences and heavy fines.
The Cabinet’s approval is an early step in the legislative process.
The draft amendments would now be submitted to Egypt’s House of Representatives for review, debate, and approval.
Once passed by Parliament, the law requires presidential ratification before being published, at which point it becomes legally enforceable.
Unlicensed or Expired Vehicle Operation
Under the revised Article 54, vehicles found operating on public roads without a valid license, or with an expired license that has not been renewed, will be administratively seized.
Owners will be required to pay the full annual tax from the date of purchase, entry into the country, or the day after the previous tax expired.
An additional charge equal to one-third of the annual tax will also be imposed, with both charges capped at a maximum of five years.
Wrong-Way Driving, Speeding Violations
Under the amended Article 70 bis (second paragraph), drivers who violate designated traffic lanes or exceed the speed limits set under the law will face fines ranging from LE 2,000 to LE 10,000.
Road Pollution, Environmental Violations
Under the amended Article 72 bis (2), drivers who pollute public roads by dumping waste, construction debris, or other materials will face fines ranging from LE 5,000 to LE 15,000.
The penalty also applies to vehicles that produce excessive noise, emit thick smoke or non-compliant exhaust fumes, give off foul odors, carry loads from which materials fall or scatter, or transport unsafe loads that leak flammable or hazardous substances, endanger public health, or compromise road safety due to poor securing or covering.
If the same violation is repeated within six months, the fine will be doubled.
A third offense within one year from the second one will result in the doubled fine and the suspension of the driver’s license for one year.
License Plate, Vehicle Identification Violations
Under the amended Article 74 bis (2), offenders will face up to one year in prison and/or fines ranging from LE 2,000 to LE 5,000 for a range of violations, including driving a vehicle without a valid operating license or with an expired license.
Violations also include failing to display assigned license plates on rapid transport vehicle, using plates not issued for the vehicle, altering plate data, colors, or security markings, or concealing plates by tampering, adding to them, or using any other method.
Penalties will be doubled if the same offense is committed again within one year of a final conviction. A third repeat offense will result in a mandatory prison sentence.
Corporate Liability, Management Responsibility
The person responsible for the actual management of a legal entity will be subject to the same penalties for violations of this article if it is proven that they were aware of the violation and that their failure to fulfill their managerial duties contributed to the commission of the offense.
The legal entity itself will be jointly liable for any financial penalties imposed.
Driving Without a Driver’s License
Under the amended Article 74 bis (4), anyone who drives a vehicle without a valid driver’s license or violates the provisions of Article 42 of this law may face up to six months in prison and/or a fine ranging from LE 2,000 to LE 5,000.
If the same offense is repeated within one year, the penalty will be doubled.
Serious Safety, Traffic Offenses
Under the amended Article 75, anyone who commits any of the following offenses may face up to six months in prison and/or fines ranging from LE 300 to LE 1,500:
- Driving a commercial transport vehicle above the maximum permitted speed.
- Operating a commercial transport vehicle with no brakes, or with all or some brakes not functioning.
- Deliberately providing false information on forms or applications required under this law.
- Intentionally obstructing or disrupting traffic on public roads.
- Failing to complete licensing procedures to establish or operate a driving school.
- Assaulting a traffic officer while performing their duties.
Penalties will escalate for repeated offenses, including up to one year in prison.
