CAIRO – 22 December 2025: Cairo Governor Ibrahim Saber issued a decision requiring all shops, regardless of their type of business, to place a garbage bin with a minimum capacity of 240 liters in front of each shop. Shop owners have been granted a two-week grace period to comply with this requirement.

 

The decision stipulates that in the event of non-compliance, the relevant sanitation departments will issue violation reports against offenders and impose a fine of 5,000 EGP. Additional measures will also be taken in accordance with the Public Shops Law No. 154 of 2019.

 

The Governor of Cairo stated that district heads, heads of sanitation authority branches, and monitoring and inspection departments will be responsible for overseeing the implementation of the decision with full diligence. Periodic reports will be submitted to the Governor of Cairo.

 

The decision was issued based on findings from daily inspections and monitoring, which revealed that some shop owners were disposing of waste in the streets and failing to provide designated garbage bins in front of their shops. This behavior negatively affects the city’s appearance and poses risks to public health.
