File- Voters flock to a polling station to cast their ballots on the first day of phase one of Egypt’s 2025 House elections
CAIRO – 11 December 2025: The National Elections Authority (NEA), headed by Judge Hazem Badawy, Vice President of the Court of Cassation, announced the opening of polling stations in the 30 constituencies whose results were judicially annulled during the first phase of the 2025 House of Representatives elections.
Voters in these constituencies can cast their ballots from 9:00 AM to 9:00 PM, he added.
Judge Ahmed Bendary, Director of the Executive Body of the National Elections Authority (NEA) and Head of the Authority’s Central Operations Room, stated that the Authority had monitored the opening of the subcommittees, where operations began smoothly at 9:00 AM. A limited number of committees experienced delays due to circumstances beyond the control of some supervisors, but they are expected to open within minutes and resume voting.
The areas surrounding polling stations and electoral headquarters witnessed a heavy security presence on Thursday morning.
During a field tour of several polling stations and electoral headquarters, reporters from the Middle East News Agency (MENA) observed the deployment of fixed security checkpoints along main roads and thoroughfares in the ten governorates where elections are being held. This is in addition to mobile patrols and units monitoring the security situation around the clock.
MENA reporters also noted heightened security measures at metro stations, railway stations, and taxi stands to ensure voters have easy access to their polling stations. Rapid intervention forces, supported by female police officers, were also deployed as part of the Ministry of Interior’s plan to secure the electoral process.
On November 29, the Egyptian High Administrative Court annulled the elections in 30 constituencies from Phase 1 of the 2025 House of Representatives vote. Repeat voting in these constituencies was set for December 10 and 11 domestically, with the results scheduled to be announced on December 18.
Previously, the NEA announced on November 18 that revotes would be held in 19 constituencies, spanning half of the governorates included in the first phase of the elections. So, the total number of annulled constituencies rose to 49 out of 70, nearly 70 percent of the total.
On December 3 and 4, voters cast their ballots for the individual seats in the 19 constituencies whose results had been cancelled from the first round of Phase 1 of the parliamentary elections.
As for the runoffs, they will be held on Saturday and Sunday, January 3 and 4, with appeals to be resolved and final results announced on Saturday, January 10, 2026.
Phase 1 governorates include Giza, Fayoum, Beni Suef, Minya, Assiut, New Valley, Sohag, Qena, Luxor, Aswan, Red Sea, Alexandria, Beheira, and Matrouh.
Phase 2 of the election took place in Cairo, Qalioubiya, Daqahliya, Menoufiya, Gharbiya, Kafr Al-Sheikh, Sharqiya, Damietta, Port Said, Ismailia, Suez, North Sinai and South Sinai on November 24 and 25.
On December 2, 2025, the NEA announced the official results, stating that the runoff for second-phase candidates will be held on December 15 and 16 for voters abroad, and on December 17 and 18 within Egypt.
