Prime Minister Dr. Mostafa Madbouly delivered Egypt’s address on behalf of President Abdel Fattah El-Sisi during the opening session of the 7th African Union–European Union Summit in Luanda, Angola
CAIRO – 24 November 2025: Prime Minister Dr. Mostafa Madbouly delivered Egypt’s address on behalf of President Abdel Fattah El-Sisi during the opening session of the 7th African Union–European Union Summit in Luanda, Angola. The speech was broadcast by Cairo News Channel.
During his remarks, Madbouly presented Egypt’s vision on key African and international issues.
Madbouly reaffirmed Egypt’s full commitment to the unified African position on reforming the United Nations Security Council to ensure Africa assumes its rightful place among global decision-makers. He also renewed Egypt’s call on European partners to support reforms to international financial institutions so they can better respond to the needs of African nations, particularly in areas related to technology transfer and access to concessional financing.
The Prime Minister underscored Egypt’s intensive efforts to achieve security and stability in the region, noting the ongoing work to implement the Sharm El-Sheikh Agreement on a Gaza ceasefire in coordination with regional and international partners.
Madbouly condemned the inhumane violations occurring in the Sudanese city of El Fasher, describing them as breaches of international humanitarian law. He stressed the importance of preserving the unity of Sudanese state institutions.
He further reiterated Egypt’s commitment to a Libyan-led political process free from external interference. Madbouly also called for sustainable funding for the African Union Mission in Somalia (AMISOM).
The Prime Minister stated Egypt’s categorical rejection of any unilateral measures in the Horn of Africa or the Red Sea that threaten the sovereignty of states or heighten regional tensions. He highlighted the need to protect maritime security in the Red Sea.
Madbouly also reaffirmed Egypt’s support for counterterrorism efforts in the Sahel and for stabilizing eastern Democratic Republic of Congo. He expressed Egypt’s readiness to expand trilateral cooperation with European partners in Africa, leveraging Africa-focused institutions hosted in Cairo, such as the African Space Agency and the NEPAD Center of Excellence.
The Prime Minister concluded by emphasizing Egypt’s unwavering belief that “Africa’s security is an integral part of Egypt’s and the world’s security,” reaffirming Cairo’s commitment to supporting all genuine efforts aimed at building a more balanced and equitable international system.
