CAIRO – 23 November 2025: The Ministries of Planning, Economic Development, International Cooperation, and Environment signed a soft loan and grant agreement with the French Development Agency (AFD) and the European Investment Bank (EIB) worth €53.8 million (approximately EGP 2.9 billion).
The agreement falls within the framework of the Green Sustainable Industries Program (GSI), which aims to support the green transformation of the industrial sector, reduce emissions, and enhance industrial competitiveness.
The signing took place during a high-level event organized by the two ministries on Sunday to introduce the GSI Program to private-sector stakeholders and industrial representatives. The event also witnessed the participation of international institutions and representatives from the National Bank of Egypt.
As part of the same efforts, an €8.8 million consultancy agreement, funded by the European Union and managed by the EIB, was also signed.
Minister of Planning, Economic Development, and International Cooperation Rania Al-Mashat explained that the agreement is part of a larger financing package for the program totaling €271 million (EGP 14.8 billion). This includes €30 million in EU grant funding, €135 million in concessional financing from the EIB, and €45 million in concessional financing from AFD.
Minister of Local Development and Acting Minister of Environment Manal Awad stated that the Green Sustainable Industries Program aims to achieve several strategic objectives, foremost among them increasing the export capacity of Egyptian industry.
This will be achieved by supporting industrial facilities in meeting international environmental standards and the requirements of foreign markets—especially European markets—thereby removing obstacles to market access and boosting Egypt’s export share, she added.
