CAIRO – 21 November 2025: Texas Governor Greg Abbott has instructed the Texas Department of Public Safety (DPS) to begin criminal investigations into the Muslim Brotherhood and the Council on American-Islamic Relations (CAIR).
“The objective is to detect, disrupt, and eliminate terrorist organizations involved in criminal activity within Texas,” Governor Abbott stated in a press release on Thursday.
“Our efforts will focus on addressing threats of violence, intimidation, and harassment against Texans. We will also investigate individuals or groups attempting to unlawfully enforce Sharia law, which is incompatible with the Texas Constitution and state law,” the statement read.
DPS Special Agents assigned to FBI Joint Terrorism Task Forces across the state will collaborate with federal and local law enforcement to collect intelligence and open inquiries into potential violations of state and federal statutes, the statement continued.
The DPS will work to impede any organization suspected of plotting criminal acts or attempting to foster or advance extremist Islamic radicalism in violation of Texas law, the statement said.


On November 18, 2025, Texas governor designated the Muslim Brotherhood and the CAIR as foreign terrorist and transnational criminal organizations. As per the decision, members of the two organization have no right to purchasing or acquiring land in Texas.
“The Muslim Brotherhood and CAIR have long made their goals clear: to forcibly impose Sharia law and establish Islam’s ‘mastership of the world,’" said Governor Abbott in a statement on November 18, 2025. "The actions taken by the Muslim Brotherhood and CAIR to support terrorism across the globe and subvert our laws through violence, intimidation, and harassment are unacceptable,” he continued.
He added that “These radical extremists are not welcome in our state and are now prohibited from acquiring any real property interest in Texas.”
Texas is the first State to have heeded the warnings in the bill that has failed to pass this far.
